Description
RECOVERY – This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NIH-NICHD-RECOVERY010-09-1. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-43 dated August 2, 2010. This acquisition will be processed under Simplified Acquisition Procedures and issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 339999 which has a size standard of 500 employees. This is Set-Aside for Small Businesses. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH), plans to procure Cage and Rack Washer. ANY MODIFICATIONS TO THE PIT WILL BE AT THE VENDOR’S EXPENSE. The following specifications are required: •Interior cabinet size: minimum of 48” W x 88” H x 90” L •Pit Size: 93” W x 94” L x 18” D (lip cutouts also required) •Double Door pass through cabinet, pit mounted •Stainless steel construction includes: Heavy duty s/s floor grating Smooth-sided interior chamber with bumper rails Interior lighting, external access with CF light bulb Wash chamber, sump and all circulated wetted surfaces constructed of 14 gauge type 301, #4 finish stainless steel Exterior panels fastened using 304 type stainless steel Chamber doors manufactured with 16 guage, type 304, #4 stainless steel double wall reinforced construction •Left-sided utility service: all process valve components, pump motors and other mechanical components located on a single side for access and maintenance •Manual, swing-out, hinged doors with interior yellow coated s/s braided emergency pull cable on both sides and chamber viewing windows •Double level debris screens in wash chamber for a total of four screens •10HP solution recirculation pump •External self-cleaning debris filter •Stainless steel 304 Overlapping Rotary Spray system with aqua pulse spray system: The washer shall have the capability to customize its washing pattern within the washer. This Aqua-Pulsing Spray feature allows a facility to allocate more washing duration to one side of the washer compared to the other side. For example, the washer is able to wash 70% from one side and 30% from the other side. •Chemical injection ports, contacts and fittings (QTY 5) •Steam coil sump heating in the sump •Multi-cycle microprocessor control system with 8” touch screen panel: Use of an Omron PLC Touchscreen to be TFT for better viewing capability 11 Level multi-level, multi-tier program security function Built-in advanced diagnostics through P&ID screens Advanced alarm and data logging capable of holding up to 1000 points Advanced maintenance and troubleshooting function Parts list ID and visual reference through picture/graphic capabilities Technician mode with coordinated I/O Charts Automatic Chemical pump priming function Touchscreen will be capable of capturing screen images onto a compact flash card. •Printer dot-matrix with automatic take-up spool, housed within waterproof IP64 protection cover. Include use of a compact flash card to electronically log all print out data which is an exact duplicate to the print out from the dot-matrix printer. All printouts to be logged with a date stamped daily and viewable through Excel without any additional software. •Automatic multi-phase treatment cycles capable of 5 washers, 4 rinses and 1 exhaust stage •Three staged drain sequence for fully draining sump: Power Drain Gravity Drain Flush Drain •Treatment temperature guarantee on final rinse •Automatic sump level control •Drain discharge cool down system •Stainless steel automatic POV collar with pneumatic vent damper for direct connection to building HVAC •Steam piping designed using Schedule 80 black iron and forged steel fittings •Water conservation system; able to save final rinse for Prewash on next cycle •Signal only to start pumps supplied by chemical vendor •Heavy duty flanges at all pneumatic valves •Use of pneumatically operated 316L butterfly valves for controlling solution flow •Audible buzzer – clean side for washer startup warning •All components to be non-proprietary •Knocked down shipment •Onsite startup and demonstration of equipment •One year parts and labor warranty Installation Proposal Must Include: •Installation by a local Authorized Trained Installation Team •Removal and disposal of existing cage and rack washer •Unload, uncrate and setting new unit in place •Install (1) cage and rack washer •Place and level machine bases •Reassemble as per manufacturers specifications •Perform startup, testing, and demonstration after final connections are made •Provide unlimited user training to cage wash personnel •Final connections to facility utilities within 10 feet of connection point on machine •Utility connections to include steam line from electric steam generator to washer •Utility connections to include connections to building HVAC system Identify any additional utility requirements to perform to required specifications, i.e. 180oF final rinse temperature verified. EVALUATION FOR AWARDS A. GENERAL Offerors are advised that an award under this solicitation will be made to the Offeror whose proposal is determined by the Government to represent the best value to meet the Government’s needs. The Technical Evaluation will be based on the demonstrated capabilities of the Offeror set forth in the Technical Proposal. Only proposals that have been found to be technically acceptable will be considered for award. The proposed price/quotation will receive paramount consideration in the selection of the Contractor/Vendor for this acquisition, but not to the exclusion of technical and past performance. Offerors shall demonstrate their capabilities to meet the functionality of each specification listed in the Technical Evaluation Criteria. Each proposed offeror shall be evaluated on capability to perform the requirements stated in the SOW in the following categories: A.MANDATORY CRITERIA This equipment shall be able to function on the same, existing footprint, pit and require no more in utilities. The unit would need to operate using the existing hot water boiler system with heat exchanger and booster propane booster heater or operate with a stand-alone steam generator to provide the necessary steam to function properly per the NIH Guidelines for Design Requirements in Facilities. Any modifications to the pit will be at the vendor’s expense. B.TECHNICAL ACCEPTABLITY Offerors’ proposals shall be evaluated on the criterion listed below and shall receive an overall rating of, Acceptable or Unacceptable. Only proposals that are determined to be Acceptable in ALL Technical Specifications (Sections 1 & 2) shall be eligible and considered for award. The definition that will be used in evaluating and rating the criterion is as follows: •Acceptable: Equipment exceeds the specified performance or capabilities in a beneficial way and has no major weaknesses or deficiencies. •Unacceptable: Equipment fails to meet the specification(s) and the weaknesses and/or deficiencies are considered uncorrectable without major revisions and would potentially subject the Government to overall risks in performance – either in time and/or money. C.COST/PRICE EVALUATION Once offerors are determined to be technically acceptable in all categories, the offeror with the lowest price will be selected for award. In the event of the submission of proposals being equal in price, small businesses will be favored and then past performance will be taken into consideration. Selection will be made on the basis of the proposal most favorable to the overall project. The Government intends to make a single award under this solicitation. The Government intends to make award without discussions, but does reserve the right to conduct discussions/negotiations if found to be in the best interest of the evaluation and eventual selection process. D.CONTRACT AWARD Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful Offeror. REPORTING REQUIREMENTS FOR ARRA The Contractor shall adhere to the following reporting requirements as prescribed in FAR PART 52.204-11.: The American Recovery and Reinvestment Act (ARRA) have in place reporting requirements for Contractors that have been awarded a contract using ARRA Funds. Contractors shall complete the quarterly reports which are required under clause FAR 52.204-11. These quarterly reports support the Recovery Act’s goals of transparency and accountability by providing information about recipients and uses of Recovery funds and about the public benefits of these funds. The Contractor is required to report the award following the end of the quarter that the first invoice was submitted. The Contractor shall continue to report about the award every quarter thereafter until it is completed. To ensure timely reporting, the Contractor shall register at FederalReporting.Gov as soon as they receive the awarded contract. Fulfilling the prerequisites for registration may take up to two days. To assist in registration and data entry, FederalReporting.gov offers templates, a recipient reporting data model, webinars, documentation, and reference data and additional links. The recipient reporting data model (available under “Downloads”), provides definitions for the required data. The Office of Management and Budget also offers online training at www.whitehouse.gov/Recovery/WebinarTrainingMaterials. The recipient reporting is a contract requirement pursuant to FAR 4.1501(c) and (d), failure to comply may result in the Government exercising its contractual remedies. Also, failure to comply with the reporting requirements will become part of the Contractor’s performance information under FAR 42.15. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of providing the Government with the equipment specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or September 16, 2010. The quotation must reference “Solicitation number” NIH-NICHD-RECOVERY10-09-1. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
