Description
The National Institutes of Health intends to award a firm fixed price purchase order to Critical Care Associates, LLC, 13713 Safe Harbor CT., Rockville MD, 20850-5451, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is to provide on call physician critical care support. The Critical Care Medicine Department (CCMD), NIH requires a critical care and pulmonary board eligible or board certified physician to manage patients in the Clinical Center’s Intensive Care Unit (ICU) for evening, night, and weekend shifts. This service is to fill intermittent on-call shifts when NIH staff is not available due to regulatory restrictions on work hours, staff shortages, and other factors creating excessive demand for clinical needed service. Critical Care Associates, LLC is the only known physician group with the level of expertise, knowledge of the Clinical Center patient population, that can respond timely to critical medical emergencies, providing the necessary on-call support requirements. On call physicians must be proficient and independently perform bronchoscopy, arterial line insertion, pulmonary artery catheter insertions, and intubation procedures. The intended procurement will be classified under North American Industry Classification System Code 621111, with a size standard of $7.5M. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). The Period of Performance is for a one (1) year base period with two (2) twelve month option periods. If there are any responsible contractors who meet the capabilities cited to perform the requirement, they may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
