Description
RFQ (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M32E0173A001 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective 2 Aug 2010. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 336212 with a 500 employee size standard. (v) Contractors shall submit a lump sum quote for the purchase, delivery, and training for: CLIN 0001: A Mobile Fire Trailer Trainer in accordance with applicable National Fire Protection Association (NFPA) and industry standards to include the following minimum features: A. Red, 30 Foot Skid Steer Type Open Flatbed Trailer B. 14,000 Lb. Spring Axle C. LED Sealed Lighting D. Front 8 foot Flat Area (Propane Tank & Accessory Mount) E. Undercoating F. 22 Foot Rear, Power Tilt Flat Bed with "Dovetail" Ramps G. 10,000 Lb. Winch for winching training apparatus onto trailer H. Spare Tire and Wheel I. Diamond Steel Deck J. Kevlar Anti-Skid Deck K. Dual Front Power Jacks L. 6 Ea. D-Ring Tie downs on Tilt Bed Area M. 2 Ea. Rear Jack Stands for Trailer Stabilization during Training Events N. 250 Gallon Propane Tank with outlets and connection to achieve vapor or liquid product, pipe header with valves and connection port to connect to other training apparatus. O. Control Tower on trailer (approximately 13'-6") to command training operations and give clear visibility to training scenarios. Tower to be at front of trailer so that training apparatus can be loaded from rear of trailer. The trailer will be able to accept the weight and size of the existing car trainer (Kidde Unit). P. Retractable Lighting for night training support All responsible sources may submit a quotation for all or none, which shall be considered. (vi) F1M32E0173A001 (mobile fire response trailer) on Charleston Air Force Base, South Carolina. (See attached statement of work) (vii) Delivery must be completed within 45 calendar days of award. Delivery will be FOB destination. (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial. (ix) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1.Technical capability of the item offered to meet the Government requirement. 2. Price. The Government will evaluate the total price of the offer for the award purposes. Technical factors are approximately equal to price. (x) All offerors shall include a completed copy of FAR 52.212-3, Offeror Representation and Certifications--Commercial Item or complete electronic annual representations and certifications at http//orca.bpn.gov. (xi) The clause at 52.212-4 Contract Terms and Condition-Commercial Items, applies to this acquisition.
