Description
This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine The Bureau of Reclamation's overall procurement strategy.The purpose of the LCR Riparian Bird Survey Project is to use the double sampling area search method to estimate population density and long-term population trends of riparian birds in the LCR MSCP planning area and in LCR MSCP habitat conservation areas. Another purpose is to measure habitat use of 4 LCR MSCP covered species. The U.S Bureau of Reclamation (USBR) has been conducting bird surveys along the LCR since 2002. In 2007, the U.S Geological Service (USGS) designed a bird sampling plan for the USBR that would produce density and trend estimates of the six LCR MSCP covered birds and other non-covered riparian obligate birds within the riparian habitat of the LCR MSCP planning area (Bart et al. 2010). Reclamation is currently seeking firms that have proven expertise and ability to initiate this large scale biological monitoring project. Reclamation is seeking firms that have an extensive knowledge of desert riparian systems and monitoring of bird populations. Firms that may be interested in participating in this requirement shall submit by e-mail to Wendy Williams at wwilliams@usbr.gov following information: (1) Summary of experience in performing the required work, include a list of past projects that were similar in scope and complexity to this work and names, addresses, and telephone numbers of points of contacts. Explain how the work is similar in scope and complexity; (2) Summary of Key Personnel that may be utilized in performing this work, include a list of the proposed key personnel and resumes and qualifications of those individuals:(3) Provide any other pertinent information that will convince Reclamation that you are highly qualified to perform this requirement. Interested parties should include the following information in their response as well: Business name, address, cage code, size classification based on NAICS size standard, socio-economic classification [i.e. HUBZone, 8(a), Service-Disabled Veteran, Women-Owned, etc.], and a point of contact. The applicable North American Industry Classification System (NAICS) Code is 541620 and the related small business size standard in dollars is $6.5 Million. All information must be provided to Ms. Wendy Williams at wwiliams@usbr.gov no later than 3:00 p.m., PDT on September 8, 2010. Questions regarding the project may also be directed to Ms. Williams at the above e-mail address. This sources sought notice should not be construed in any manner to be an obligation or commitment of the U.S. Government. There will be no contract issued as a result of this sources sought synopsis. This sources sought synopsis cannot result in any claim for reimbursement of costs for any effort you expend in responding to this request. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
