Description
J&A The 10th Contracting Squadron, United States Air Force Academy (USAFA), Colorado, intends to award a sole source purchase order to Shell-USA for the following items: Qty 1- Iatronscan MK-6 TLC/FID Analyzer System (Iatron brand) includes training and installation. The following part numbers are part of the Iatronscan: IA-6000s, 9999, IA-1000B, SRI333, 6321, 3291, 3221, 5101, 3201, 102102, 102100, 5231, 3248, 3310, 3215. This item is required for use by the Air Force Academy Department of Biology. We have started a new cooperative research agreement (CRADA) with another institution that supplies us several different algae strains with varying levels of lipids. These lipids, in turn, are eventually converted into biofuels for testing. Before these different algae strains can be cultivated and developed for use as biofuels, our lab must carefully determine the lipid content and quality of each of these strains. Traditional lipid analysis methods used in our lab are relatively inaccurate and time consuming, adversely impacting the results of our biofuels research. Newer, more current recommended methods call for the use of the Iatroscan MK-6 (made by Iatron, a Japanese firm) which uses a patented system that combines a number of techniques. Using an automated software based system, the Iatroscan can provide accurate lipid analysis data in a much more cost and time efficient manner. Additionally, the Iatroscan MK-6 provides the rigorously controlled analytical conditions essential for the complete identification and characterization of numerous types of lipids. Iatron is the sole worldwide manufacturer of this patented equipment and no other similar systems exist. Shell-USA is the exclusive distributor for the Iatroscan in the USA. This acquisition will be done in accordance with FAR 12 and 13 procedures. This reference document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-43, Effective 02 Aug 2010. The North American Industry Classification System Code (NAICS) is 334516 and the size standard is 500 employees. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any vendor that feels they have the ability to meet this requirement may submit information (3 pages or less) to support their claim. The government does not intend to pay for any information provided under this synopsis. 5352.201-9101 OMBUDSMAN (APR 10) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
