Amendment 1: September 2nd 2010 Questions: 1. Is there a reference brand you could advise or more detailed technical specification? Response: We are not showing any preference to a specific brand. During our market research, we came across a variety of companies and brands (Columbia, North Face, Patagonia, and many others) that meet the requirements set out in the solicitation/synopsis. If further technical clarifications come out they will appear on FED-BIZOPs, so I encourage you to keep monitoring the solicitation/synopsis. 2. I have come across a solicitation for jackets. 1300172108. Is there any more information other than what is at: (https://www.fbo.gov/index?s=opportunity&mode=form&id=d20ec0b9ae06a874c813d8c20fae2e0d&tab=core&tabmode=list&= )? Response: No 3. We are an American manufacturer. Do the components of the parkas need to be domestic? Response: No (but the Buy American Act does apply to this acquisition) 4. Are samples required? Response: Samples are neither required nor requested. Do not send samples with this requirement. 5. Is this a one time purchase? Response: Yes 6. Please kindly inform us if the 3-in-1 jackets required is for both men and women or is the ladies parka a different model? Response: Jackets for both men and women are to be (3 - in- 1 Parka Style Jackets). 7. Also do you just want the text "Mission Systems Test and Evaluation Division" in the specified 4" long x 1" high embroidery or is there a current logo embroidery with the same text? If so, where can we download the logo design so as to give you a more accurate quote? Response: We request, if at all possible, that the logo, MISSION SYSTEMS T&E DIVISION, be on one line instead of breaking it into two. Additionally the lettering is only to be an approx 1/2 inch tall, instead of the approx 1 inch tall as stated in the original solicitation. There is no other logo other then the text discussed in this response. 8. How will the quotes be evaluated? Response: FAR Clause 52.212-2 EVALUATION-COMMERCIAL ITEMS (JANUARY 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical 2. Price These factors are listed by their relative importance in descending order 1 being the most important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
