Description
Synopsis: This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; quotes are being requested and a written solicitation will not beissued. This combined synopsis/solicitation is issued as a request for quote (RFQ).Request is for BRAND NAME OR EQUAL. If providing an or equal item, thequote must state the items are an "or equal" and the prospective offeror hasthe responsibility to ensure that any "or equal" items proposed arebonafide "or equals" to the items requested and must provide any descriptiveliterature and/or specifications with their quote by the specified due date forreceipt of quotes, to assist in the evaluation of their "or equal". Thegovernment reserves the right to determine the equality of the items. 1. The government requires the following items: Item 1: Diagnostics and Performance Mgmt System Qty: 3Item 2: 12 months Maintenance and Support for Item 1 Qty: 3 These will be delivered FOB Destination to:North Charleston, SC 29405 2. Salient Characteristics: Item 1: Enterprise-class Java/.NET diagnostics and performance managementsolution for performance test teams that integrates with major commercial andopen source load testing solutions, such as LoadRunner, SilkPerformer andVisual Studio Ultimate, to automate and accelerate the process ofdocumenting, isolating, analyzing and resolving performance issues in complexapplications occurring under load. Item 2: Maintenance and support for Item 1, including 12 months of updates,premium e-mail and telephone support. 3. Delivery:15 Days AROFOB Destination Prices must be submitted based on FOB Destination CONUS (Continental U.S.),which means the seller must deliver the goods on its conveyance at thedestination specified by the buyer, and the seller is responsible for the costofshipping and risk of loss prior to actual delivery at the specified destination. 4. EVALUATION: Award will be made on the basis of the lowest priced quotemeeting or exceeding the salient characteristics listed for Brand Name OREQUAL items 5. The following provisions and Clauses are applicable:a. 52.212-4 Contract Terms and Conditions - Commercial Itemsb. 52.219-1 Post Award Small Business Program Representationc. 52.219-28 Post Award Small Business Program Representationd. 252.232-7003 Electronic Submission of Payment Requests Prospective offerors must be CCR registered and must complete the ORCA on-line representation. Prospective offerors must provide a copy of their representation andcertification as required by FAR Clause 52.219-1 (see attachment). The NorthAmerican Industry Classification System (NAICS) code for this requirement is511210. Failure to complete and return the clause may result in a "non-responsive" bid. 6. GSA or Open Market:Please indicate if your quote is open market or on the GSA Schedule (providespecific schedule). To have a bid considered for award all vendors must provide manufacturer partnumber and extended specifications of the exact model being proposed for allline items. NO EXCEPTIONS. Failure to provide this information will result ina "non-responsive" bid and removal from award consideration. Partial bids arenot acceptable. Vendor bids should be valid for at least 30 days from close ofthis solicitation. Quotes will be accepted via email only.
