Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI-10208 as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-44, dated July 8, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code is 541611, which has a business size standard of $6.0 in millions. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure, on a sole source basis, professional management and administrative services from the Universidad Peruana Cayetano Heredia, Lima Peru. The purpose of this is to continue ongoing studies on Neurocysticercosis in Peru. These funds will purchase services that will allow the evaluation, selection, preparation, and travel of patients to the Clinical Center of the National Institutes of Health for extensive evaluation. Patients with seizures and calcified lesions or patients with multiple calcified lesions due to cerebralcysticercosis will undergo MRI scans in Peru, and because these patients may have had recent seizure activity, an English-speaking physician will accompany the patient to the U.S. under Protocol 99-I-0149. The government will award a fixed price purchase order to the responsible contractor. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation-Commercial Items; FAR 52.212.3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contractor Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request by telephone to Ms. Patricia Fields at (301) 402-6471. Offers must be submitted no later than 5:00 PM Eastern Daylight Savings Time (EDST) September 13, 2010 to Ms. Patricia Fields.
