- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W9128Z10CCCCQ2015 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CECOM Contracting Center, CAC-S, in support of the Commander U.S. Army Information Systems Engineering Command (USAISEC) is soliciting proposals for the following requirement (No Substitutes): Must have/support the following requirements: Wide Area Network (WAN) emulation device. This device is also known as a network impairment appliance. The Impairment device (henceforth referred to as device) shall be used by the government to simulate the impairment of brigade communications caused when traversing the SATCOM network. The Army has a variety of information systems (database clients and servers) that plan to connect to and traverse the SATCOM network. The device shall be used to assess the ability of these systems to endure the Latency, Jitter, Packet loss, bandwidth and other limitations that will be present on a live network. The device shall be used primarily to support emulation of the following scenarios: a.Transmission of data from a tactical location traversing the network and back down to another location. b.Transmission of data between 16 locations simultaneously traversing the network. c.Transmission of data from a centrally located remote management activity simultaneously across the network to multiple locations. This scenario will also involve pushing file updates/patches (e.g., Information Assurance Vulnerability Alert correction). d.Each connection point on the WAN Impairment device shall be able to perform the following: a.Support adjustable connection rates, both uplink and downlink (as a minimum the downlink shall be variable from 128kbps to 10Mbps and the uplink shall be variable from 128 kbps to 6.5Mbps). The uplink and downlink connection speeds shall also be modifiable in increments of 1 kbps independent of each other to support asynchronous rates on the same connection point. b.Support both synchronous and asynchronous operation independently of any other connection point. This shall be selectable when configuring the connection point. c.Support configuration of latency from zero (0) up to five (5) seconds in increments of one (1) millisecond. This setting shall apply to both uplink and downlink connections on the connection point and shall be independent from any other connection point setting. d.Support configuration of average jitter from zero (0) up to two thousand (2000) milliseconds in increments of one (1) millisecond. e.Support adjustable packet loss in percentage. f.Support adjustable Bit Error rate g.Support adjustable percentage of Fragmented Packets h.Support independent configuration of uplink parameters from downlink parameters. i.Support Adjustable Ambient bandwidth utilization - Impairment device must be able to emulate an ambient bandwidth load and allow testing of additional data transactions. e.The device shall provide at least 16 individual connection points for simultaneous operations. These connection points shall be industry standard RJ-45 female Ethernet ports meeting the following minimum requirements: a.10/100Base-T (IEEE 802.3 and IEEE 802.3u) b.Support auto-negotiation (IEEE 802.3u) c.Support auto MDI/MDI-X (IEEE 802.3ab) d.Support full duplex communications (IEEE 802.3x) e.Each port shall be assignable to support an independent layer three subnet. f.The device shall be rack-mountable in a standard network/Information Technology nineteen (19) inch equipment rack and shall not be deeper than twenty-seven (27) inches from the front mounting point to the rear of the device. Additionally, the front portion of the device shall not extend more than three and one-half (3) inches forward of the front mounting point or bracket. Finally, the device shall be no more than 4U in height. g.Firmware on the WAN Impairment device and/or support software shall be upgradable using common personal computer equipment. Firmware upgrades shall be implemented through software and not require hardware upgrades. h.The device shall be supported for hardware and software maintenance for at least two years from the date of delivery. Vendors shall provide a demonstration at Fort Huachuca showing they meet all of the system requirements contained in this specification. A pre-designed test network shall be provided by the government engineers for the vendor device to operate within. Details on the government provided test network and test approach are below. All questions will be directed to the contracting officer. FOB Destination (Fort Huachuca, Arizona 85613). Offers will be evaluated based on the following best value criteria in descending order of importance: Meeting the Requirement, Proposed Delivery Schedule, and Price. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Cage Code, Central Contractor Registration Number, DUNS Number and applicable FSC Codes with this offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. FAR 52.219-8, Utilization of Small Business Concerns. The government reserves the right to select for award, all, some, or none of the proposals received in response to this announcement.
