- UNITED STATES MARSHALS SERVICE STATEMENT OF WORK (SOW) FOR PRISONER MEALS A. OBJECTIVE The objective of this agreement is to provide prisoner meals for prisoners in the custody of the United States Marshals requiring confinement in the United States Federal Courthouse and Cellblock located at 333 Lomas Blvd. NW, STE 080, Albuquerque, New Mexico, 87102. B. SCOPE OF WORK The contractor upon verbal request, from either the United States Marshal or his/her designee, shall provide prisoner meals within the United States Federal Courthouse. The contractor as authorized by the United States Marshal or his/her designee will be required to deliver prisoner meals to the United States Federal Courthouse. Food service shall be provided in the following manner: 1. Prisoner meals will be prepared and delivered to the United States Marshals Service, United States Federal Courthouse and cellblock for federal prisoners while they are confined within the building. C. SPECIFIC REQUIREMENTS 1. LUNCHES Lunches will consist of either one hamburger or one sandwich, one side item such as french fries or a bag of chips and napkin, served in a styrofoam take-out container with lid and one serving of a beverage. a. The hamburger will consist of 1/4 lb of lean ground beef, round in shape, two 4" enriched buns, top and bottom, one slice of American cheese, two pickle slices, one tomato slice and two lettuce leaves. The sandwich will consist of two slices of white or wheat bread or croissant (no flour tortillas), 3 oz of sliced turkey or ham, two slices of cheese either American or Swiss cheese, one tomato slice and two lettuce leaves. b. The side item will consist of french fries equaling the size of a half of a large potato or a 3.5 oz bag of chips, any variety. All meals must contain the same side item. If chips are served, do not mix variety of chips among the meals or within the meal. c. Beverage will be cola served in 9 oz cups with lids, no straws; or juice served in a plastic 6.75 oz bottle, any variety; or one plastic 16.9 oz bottle of water. Do not serve clear colored drinks such as Sprite, 7up, etc. Do not mix varieties of beverages among meals. d. Condiments will include one-two packets of catsup and one packet of mustard and/or mayonnaise. e. ALL MEALS MUST BE IDENTICAL IN CONTENT. 2. AIRLIFT MEALS Airlift meals will consist of one sandwich, one bag of chips and napkin served in a styrofoam take-out container with lid and one serving of a beverage. a. The sandwich will consist of two slices of white or wheat bread or croissant (no flour tortillas), 3 oz of sliced turkey or ham, two slices of cheese either American or Swiss cheese, one tomato slice and two lettuce leaves. b. Chips must be a 3.5 oz bag, any variety. All lunches must contain the same type of chip, do not mix variety of chips among the meals or within the meal. c. Condiments will include one-two packs of mustard and/or mayonnaise. d. Beverage may be juice served in a plastic 6.5 oz bottle, any variety; or one plastic 16.9 oz bottle of water. Do not mix variety of beverages among meals. e. ALL MEALS MUST BE IDENTICAL IN CONTENT. 3. BREAKFAST MEALS Breakfast meals will consist of one breakfast sandwich or burrito and napkin served in styrofoam take-out container with lid and one serving of a beverage. a. The breakfast sandwich will consist of one croissant (sliced in half) or one flour tortilla, two scrambled eggs, one slice of bacon, 1 oz of cheddar cheese (grated), 3 oz of cubed fried potatoes. b. Beverage may be juice served in a plastic 6.5 oz bottle, any variety; or one plastic 16.9 oz bottle of water. Do not mix variety of beverages among meals. c. ALL MEALS MUST BE IDENTICAL IN CONTENT. 4. The majority of lunches will be ordered the morning of the day the meals will be required. Most orders will be placed between 10:30 a.m. and 11:30 a.m. to be delivered between 11:30 a.m. and 12:30 p.m. 5. Airlift meals will be ordered either the previous day between the hours of 2:00 p.m. to 3:00 p.m. or the morning of the airlift between the hours of 6:00 a.m. to 7:30 a.m. 6. Breakfast meals will be ordered the day before, time permitting, or the morning of the day that breakfast is needed between the hours of 6:00 a.m. to 9:00 a.m. 7. Occasionally, a prisoner will arrive late in the day from another facility and require a meal. Contractor must be available to provide meals as late as 3:00 p.m. In addition, some prisoner movements occur in the early morning hours. Contractor must be available to provide meals as early as 6:00 a.m. Further, prisoners are occasionally transported on weekends and holidays, Contractor must be available to provide meals. The United States Marshal and/or his designee will provide advance notice, if possible, of any meal requests during these occasions. 8. As referenced above, prisoner movements and Court proceedings do occur on holidays or days following holidays i.e., Christmas Eve, New Year's Eve and the Friday after Thanksgiving. Contractor must be available to provide meals during these occasions. The United States Marshal and/or his designee will provide advance notice, if possible, of any meal requests during these occasions. 9. The contractor agrees to provide these services upon request from the United States Marshal. Requests for these services are subject to being initiated at any time of the day. As much advance notice as possible shall be given. Requests will normally be made orally by the United States Marshal and/or his designee. Failure to provide the services requested, will result in the termination of this contract. D. PAYMENT FOR SERVICES The contractor shall submit a receipt to be signed by the United States Marshal and/or his designee at the time of each meal delivery as proof of service. The contractor shall submit to the United States Marshal a written itemized invoice bi-monthly requesting reimbursement for delivery of meals. The contractor shall attach the signed receipts as supporting documentation of receipt of requested meals and the resulting invoice. E. SPECIAL CONDITIONS The contractor shall perform the services stated herein with the full knowledge that the authorities vested in him/her can only be exercised in furtherance of the objectives of this written agreement and extend so far as may be necessary to faithfully fulfill that objective. No master/servant, employer/employee or agency relationship is created by this agreement. F. PHYSICAL STANDARDS The work requires frequent and prolonged walking, standing, sitting and stooping. Physical stamina in all of its forms (mental, climate related, etc) is a basic requirement of this award. G. EVALUATION CRITERIA The United States Marshals Service will establish a selection committee to evaluate each proposal. Evaluation criteria will be based vendor's experience in food service and food delivery, pricing and references. In addition, contractor must agree to register with the Centralized Contractor's Registry (CCR) otherwise the contract will be awarded to an alternative vendor.
