- Notice of Intent The United States Air Force intends to negotiate sole source with Motorola INC, Columbia, MD for the purchasing of Centracom Gold Elite Console maintenance plan in accordance with (IAW) the Performance Work Statement. This purchase will be made under simplified acquisition procedures and Other than Full and Open Competition as authorized by FAR 6.302-1. The anticipated award date is 1 Oct 2010. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Planning notice pending end of year funding availability in accordance with 52.232.18 Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Performance Work Statement Centracom Gold Elite Console System Support Agreement 1. DESCRIPTION OF SERVICES. Contractor shall provide all parts and labor expended during normal and after-hours responses, priority responses, and system re-optimization. Contractor shall provide all qualified personnel, test equipment, standard service vehicles, tools, material, supervision, and other items necessary to perform troubleshooting, repair, provide preventive maintenance, and all operational checks and adjustments required to maintain the Centracom Gold Elite Console system at an optimum level and to factory specifications. Support will cover the existing two position console system with Motorola, Plant CML telephony, and Nice Recorder. Support also includes: 1.1 Response times. 1.1.1 Respond via telephone within one hour of notification in the event of an emergency. 1.1.2 Respond within 4 hours of notification for major system failures, 33% of the system down, i.e., Severity 1. 1.1.3 Respond within 8 hours of notification for minor system failures, i.e., Severity 2. 1.1.4 Respond within 24 hours of notification during normal business hours for non-emergency issues, i.e., Severity 3. 1.2 On Site Fixed Equipment Response and Repair. 1.2.1 Provide infrastructure repair on console equipment. Equipment such as boards and power supplies may be shipped to original equipment manufacturer. If infrastructure is no longer supported by the original equipment manufacturer, Contractor shall replace equipment with a comparable/compatible or like equipment, when possible. 1.2.2 Service spare units at no additional charge. 1.2.3 Perform an operational check of the repaired equipment following completion of any repair actions. 1.3 Preventive Maintenance Inspection. 1.3.1 Conduct an annual System Survey and Analysis includes system testing, alignment checks, and equipment cleaning procedures. 1.3.2 Coordinate the System Survey and Analysis schedule with Wilford Hall to ensure minimal impact on routine operations. 1.3.3 Document preventive maintenance activities and make available for review at an annual lifecycle services review. 1.4 Technical Support/Telephone Dispatch Service. 1.4.1 Provide centralized telephone support for issues that require a high level of communications expertise or troubleshooting on infrastructure equipment and telephone dispatch service on a 24-hour-per-day, 7-days-per-week basis, including holidays.
