Description
NASA has a requirement to buy one MIRA HP-D OPT110V, one Mira-OPO PP-AutomaticVIS-S2 dual, one Mira-OPO Idler for IR-S or VIS-S and one THG for Mira DualNASA intends to purchase the item from Coherent, Inc. Pursuant to FAR 13.106, theacquisition of supplies or services was determined to be reasonably available from onlyone source, based on the following: -The Coherent system (i.e. MIRA HP plus MIRA OPO) produces the highest power ofcontinuously tunable light from 300 nm to 2500 nm and is the only system which meetingsour power requirements (e.g greater than 3.5 W at 800 nm). In addition, the Coherentlaser can be configured to produce the highest visible output using intra-cavity secondharmonic generation.-The Coherent system is uniquely compatible with our lab Verdi 18W laser. This Verdilaser operates at 18 W at 532 nm and is necessary to pump the Coherent Ti/S and OPOlasers to produce highest output powers. In addition, the Coherent system is solelycompatible with our lab Sabre 25/7 laser. No other laser system is compatible with ourVerdi and high powered Sabre lasers, and those systems cannot meet our requirements whilemaintaining all performance specifications.-The Coherent system can be operated in pico and femtosecond mode to produce maximumpower across the uv to shortwave infrared wavelength region.-The Coherent system is comprised of 2 boxes separate from the Verdi pump laser, enablingus to use the doubled output of the Verdi laser to pump our 266nm and cw dye and Ti/Slasers.-The Coherent system is designed for RS-232 control and uses Labview as the softwarecontrol program. This is uniquely compatible with our current laser control electronicsand software. Also, the Coherent system is capable of rapid wavelength tuning.The Government intends to acquire a commercial item using FAR part 12Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/16/2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
