Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Maquet, 45 Barbour Pond Drive, Wayne, NJ 07470 as the only responsible source Adjustable Overhead Surgical Lights which are portable and used during lifesaving surgery. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Each lamp head shall produce no less than 100,000 lux of illumination at 90 cm (36 in) from lens cover. The lights shall be provided with an LED light source with an average bulb life on no less than 10,000 hours. The unit shall operate from either a source voltage of 110- 240 VAC 50/60 Hz or a battery power supply. The battery power supply shall provide a minimum of 3 hours of power for the LED operating room light. The unit shall sit on 4 antistatic swivel casters. The unit shall not weight more than 202 lbs (91Kg). The unit shall consist of one lamp head with the respective arm assemblies and base. The unit shall be floor mounted and designed to provide illumination over a surgical table. The unit shall be portable and come in a transportation case. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334510 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Maquet.
