JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IAW FAR 6.303 VETERANS BENEFIT ADMINISTRATION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. 1. Contracting Activity Department of Veterans Affairs Veterans Benefit Administration Office of Facilities Management (20M31) Washington, DC 20420 2. Nature of Action Being Approved: This justification and approval sets forth the facts and request approval for the issuance of a Purchase Order Pro-Alarm LLC, 130 N. Duncan, Marine, IL 62061. The contractor is not on GSA Schedule. Pro Alarm installed the building security system and alarm in 2008. Pro Alarm is a preferred vendor on the GSA Goodfellow Federal Campus in St Louis. This purchase is an add on to the existing security system. The existing system is still currently under warranty. This purchase will save a substantial amount of money for the government and taxpayers utilizing the current system. The existing SW and main computer server is already in place along with the wiring, controllers, card readers, door switches, and power the current system. 3. Description of Service and Supplies: The St Louis RMC currently has a requirement to procure a security system to support the facility renovation and expansion. The current VA Records Management Center (VA RMC) facility does not conform to US National Archive Records Administration (NARA) standards for record archiving facilities. The NARA standards are mandated by federal statute and VBA must begin compliance before 2010. VA & GSA are in the early stages of a renovation project that will bring RMC compliant with NARA standards. This project and expansion will help bring the RMC to federal compliance with these standards 4. Statutory Authority: The statutory authority of this justification is FAR 6.302-1 (a)(2) 5. Rationale Supporting Use of Authority Cited Above: We request Pro-Alarm receive sole source consideration for this award based on the fact that only one responsible source and no other supplies or services will satisfy agency requirements. Pro-Alarm has already installed the previous system at the RMC. From market research conducted, a replacement system would cost as much as $300,000 to achieve the scope of this requirement. Most importantly Pro-Alarm provides the flexibility for future changes, replacement of damaged or worn parts, and an existing warranty. It would not be in the Government's Best Interest at this point to bring in another manufacturer. This would cause additional long term costs. GSA awarded an open competition award was made to Pro-Alarm for the initial install of the original system in 2008. 08/09/10 6. Description of Market Research: An initial effort was made to solicit other offerers. The cost was 60% more to replace the system. If a complete security system was required at a later date or the decision was made to change the layout of the RMC then new contractors could be solicited at that time. 7- Determination of Fair and Reasonable. The prices are consistent with the prices charged for the original services provided and therefore determined to be fair and reasonable. 8. Other Supporting Data: N/A 9. Other Interested Sources: None 10. Future barriers to competition: Before any additional requirements are awarded, we will search the market and see if there are any new sources available to meet our requirements, and could possibly offer a better value to the government. 11.
