Description
Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Cellular and Molecular Biology (LCMB) plans to procure on a sole source basis the brand name Microfluidizer Processor M110P-20S from MFIC Corporation, 30 Ossipee Road, Newton, MA 02464-9101. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 4 weeks from date of award Facts and Reasons to Justify Other than Full and Open Competition: Statutory authority: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. The Microfluidics Processor utilizes monolithic ultra-pure alumina ceramic (standard) or monolithic polycrystalline diamond (optional) in the energy zone of the interaction chamber for minimum wear and no product contamination. Also, the processor provides interrupted constant press through fixed micro-channels in the Interaction Chamber for consistent shear input and sample repeatability. The Microfludics unit is the only known product that can supply these features. The following salient characteristics apply to the Microfluidizer Processor M110P-20S: • obtains a minimum shear rate of 6.0 million sec-1 @ 1379 bar (20,000 psi) operating pressure for maximum processing efficiency • obtains a nominal flow rate of 135 ml/min on water at 1379 bar (20,000 psi) for rapid product processing • processes product continuously at maximum operating pressure using electric power as the only utility from 220V/12 amp/50 Hz plug-in wall connection • has a 10 foot long coiled single pass heat exchanger for maximum heat removal and bioactivity in processed sample • retains product in the energy zone for 1 millisecond for minimal heat absorption resulting in maximum bioactivity or product stability • utilizes monolithic ultra-pure alumina ceramic (standard) or monolithic polycrystalline diamond (optional) in the energy zone of the Interaction Chamber for minimum wear and no product contamination. • provides interrupted constant pressure through fixed micro-channels in the Interaction Chamber for consistent shear input and unmatched sample repeatability • automatically stops processing product without exceeding set operating pressure upon accidental downstream pipeline closure for operator safety • maintains internal flow rates of 15 ft/sec in high pressure piping for reliable cleaning without machine disassembly (CIP) • capable of chemical sterilization on all product contact surfaces for absolute sterility control to insure operator safety and sample integrity • System is be CE compliant Microfluidics product is the only known product that will provide enzyme or protein activity yield up to double the results of other methods which is attributed to high disruption rate (due to efficient energy input) and minimum heating (due to the high efficacy standard in-line heat exchanger). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on September 13, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
