- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are not being requested and a written solicitation will not be issued. This is a small business set aside. This solicitation number is RFQ1708676 and a solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- 44. The National Institutes on Drug Abuse (NIDA) on behalf of the National Institutes on Neurological Disorders and Stroke (NINDS) intends to issue a purchase order for professional administrative management services. Specifically, the duties to be performed include but are not limited to the following: Professional development mentoring on business models and strategy Provide performance improvement and professional development activities including one-on-one consultation, coaching and mentoring to selected NINDS administrative managers. Provide analysis and recommendation for reducing overhead costs for NINDS operations including for support contracts and animal holding facilities. Provide advice and analysis, including benchmarking, on strategies for streamlining the NINDS in terms of research staffing and administrative management and support. Complete program evaluations of selected NINDS programs integral to successful accomplishments of research and mission. Provide advice and assist in developing appropriated management performance indicators and accomplishment of NINDS research and organizational priorities. Assist in planning and implementation of risk management analysis and risk mitigation for operations; and help develop strategies for implementation that manage the impacts of change on performance. Period of performance is 12 months and 2 option years. It is anticipated that 2,000 hours is required per annum Quotations will be evaluated on the following criteria: (1) Demonstrated ability on professional development in the public sector. (2) Ability to analyze programs and provide recommendations for benchmarking. (3) Past Performance: Experience with (3) similar services in the past (5) years Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
