Description
LOCATION: Lincoln Home National Historic Site, 413 S. 8th Street, Springfield, IL 62701-1905 SOLICITATION NUMBER: Q6530100101 (Request for Quote) PROJECT DESCRIPTION: Contractor to provide all labor, qualified supervision, safety prevention, equipment, tools, materials, supplies, and incidentals, to prune, trim, shape and/or remove dead, diseased, and dying limbs from native and exotic trees ranging in size, shape, configuration and species throughout the Park (approximately 16 trees). Work also includes removal of identified trees, including stumps, below existing grade (approximately 9 trees). The Contractor shall be a current member of the International Society of Arboriculture (ISA), and possess a current certification. NOTICE TO POTENTIAL OFFERORS: This project is being solicited and awarded in accordance with the Small Business Competitiveness Demonstration Program, Public Law 100-656. Accordingly, it is set aside 100% for EMERGING SMALL BUSINESSES; that is, a business whose size is not greater than 50% of the numerical size standard applicable to the NAICS Code assigned to the procurement. NAICS CODE: The North American Industry Classification System (NAICS) Code is 561730. EMERGING SMALL BUSINESS SIZE STANDARD: $3.5 million. MAGNITUDE OF THIS PROJECT: Between $2,500 and $25,000. TYPE OF CONTRACT: A firm-fixed price service contract. Service Contract Act applies. This is not a multiple award contract and shall be awarded to only one successful quoter. PERIOD OF PERFORMANCE: Work shall commence within ten (10) calendar days of the Contractor's receipt of the written Notice to Proceed and complete the work within thirty (30) calendar days. PUBLICIZING: The solicitation package (RFQ) and its attachments will be issued and available on or about SEPTEMBER 5, 2010 and may be obtained via the Internet by accessing the National Business Center (NBC) Opportunities website at https://ideasec.nbc.gov, or by e-mail by contacting Kathryn Logsdon at kathryn_logsdon@nps.gov no later than September 9, 2010. Quoters will be responsible for checking the website for any amendments to the solicitation which may be issued prior to the closing date of the RFQ. For technical assistance related to this electronic commerce system, please contact the NBC EC Help Desk at 703-487-9870. SITE VISIT: A date and time for interested parties to visit the site will be addressed in the upcoming solicitation. RESPONSE TIME AND AWARD: All quotation submittal packages are to be received by the contracting agency no later than WEDNESDAY, SEPTEMBER 15, 2010 at 3:00 p.m. central time. Your quotation package may be submitted to the Contracting Officer in hard copy, electronically, or faxed. It is the quoter's responsibility to verify with the Contracting Officer that his/her quotation submittal package was received timely by the contracting agency. Selection for award will be made on a best value determination after considering a firm's technical capability and price; with both factors being equal. CCR AND ORCA: All quoters are to be registered and active in the Central Contractor Registration (CCR) database and have completed their Online Representations and Certifications (ORCA) before being considered for award; therefore, if you are not already registered and active in CCR, or have not completed your ORCA, it is strongly advised that you do so at this time. Failure on the part of the successful quoter to fulfill these requirements by the time the Contracting Officer makes award will result in award of the contract being made to the next otherwise successful quoter.
