- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Fort Bliss Directorate of Contracting is releasing this combined synopsis/solicitation electronically only. This announcement constitutes the only solicitation. The solicitation number is W911SG-10-T-0250 and is issued as a request for quotation. Proposals are being requested and a written solicitation will not be issued. This procurement is a 100% small-business set-aside and the Applicable NAICS code is 334310 Audio and Video Equipment and the size standard is 750 employees. The Mission Installation Contracting Command Directorate of Contracting, Fort Bliss, TX 79916 intends to award a firm-fixed price type contract. All questions must be in writing and received by the Contract Specialist no later than 1:00 pm Mountain Standard Time Sept 3, 2010. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this combined synopsis/solicitation to the FEDBIZOPS and ASFI websites. Any other official may disqualify the offeror from submission of a quote. Request for quote (RFQ) to provide Audio Tour Wands for Fort Bliss Museum, Texas CLIN 0001: AUDIO WANDS Qty: 20 Each Audio Wands need to be equal to these specifications: Size: 5-8 inches long x 1-4 inches wide; Weight: 5-9 ounces; Unlimited number of tours, only memory capacity dependent, Memory Size: Min. 2 Giga and Max. 4 Giga; Flexible capacity: from 2-5 hours of stereo or high bit rate; Audio Format: MP3, WMA, AAC, PCM Wave; Power Requirement: 120 Watts; Visit/Tour Type: Linear, Interactive, Automatic, GPS triggered, etc.; User Interface; Large backlit LCD screen; Battery level indicator; Fully customizable on-screen instructions; Keypad: Soft touch keypad, 3 fast-access programmable keys; Fully customizable; Features for the disabled: Large keys with raised dots for the visually impaired; Hearing aid compatible; Audio playback: 1 high quality mono speaker; 2 plugs for stereo headphones; User controlled volume; Continuous play for up to 8-12 hours without charging; Fully charged in 2-4 hours; Comprehensive data collection; MS EXCEL export filter; Built-in antitheft system; Fire retardant material; Shock resistant plastic. A manager software to be included to allow customer manage own tour. CLIN 0002: HOLSTERS FOR WANDS Qty: 20 Each To hold wands made either of plastic or leather. CLIN 0003: WAND WIPES Qty: 5 Tubes Five (5) each tubes of Wand wipes that will clean wands without causing deterioration or damage. CLIN 0004: MAINTENANCE PLAN Qty: 1 To covers repairs to all components to the system due to normal wear and tear, including battery replacement. Malfunctioning equipment to be shipped to USASMA. All labor and parts cost associated with component repairs and /or replacement are to be included in the annual fee. Shipping is to be included on returns. The following clauses apply to this acquisition: CLAUSES: FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offers will be evaluated in accordance with 52.212-2 Evaluation -- Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price; (2) Technical capability of the items to meet the Government requirement; (3) Past Performance. Technical capability and past performance, when combined, are approximately equal to price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications Commercial Items, with its offer. The FAR Clause 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition and will be incorporated into any resulting contract. If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.10.
