Description
RECOVERY - This procurement will be firm-fixed price and is funded in whole by the American Recovery and Reinvestment Act [ARRA] of 2009 and is subject to the reporting requirements of the Act. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR Part 13.5 as applicable, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is being issued as a Request for Quotes (RML-RFQ-10031). The acquisition documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 effective 08/02/2010, and 2005-44 dated 07/02/10. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 334516 and the small business size is 500 employees. Market research conducted by the Government through the issuance of a Sources Sought notice posted on the FedBizOpps on August 19, 2010, has revealed no small businesses capable of providing the equipment listed herein. SCHEDULE: The Rocky Mountain Laboratories (RML) has a need for an high throughput DNA Sequencer to sequence new and re-emergent pathogens, to perform research on the Novel Influenza A (H1N1) virus of swine origin, and to sequence human patient genomes, the latter of which to determine the genetic mutations responsible for their immunological disorders. The Genetic Analysis System must meet the following salient characteristics: 1) integrate seamlessly with pre-existing instrumentation, including a Tier 1 server; 2) Ability to run two slides simultaneously enabling different protocols and chemistries to be run in parallel during one instrument run; 3) use parallel sequencing technology for genetic analysis and functional genomics; 4) provide accurate reads using low levels of starting material; 5) provide completely automated clonal amplification of single molecules, eliminating variability due to user intervention and eliminating the need for emulsion PCR; 6) automated solid-phase sample amplification to produce clonal DNA clusters for as many as twelve (12) samples per channel for all eight (8) channels simultaneously; 7) generate up to thirty one (31) terabytes of data per instrument run; 8) data analysis software should be able to provide run-time feedback and generate base calls and quality scores as the run completes; 9) perform automated simultaneous clonal amplification of hundreds of millions of single molecule DNA templates producing clusters containing approximately 1,000 identical copes of each original DNA sequence; 10) Generate high quality base calls out to a minimum of 75 base pair read lengths, but up to 120 base pair reads lengths; 11) amplify greater than 96 scales with minimal hands-on time from laboratory staff; and 12) generate up to 200 Gb per run, 2 x 100 bp read length, up to 25 Gb per day, 2 billion paired-end reads/run; 13) Ability to sequence two human genomes at 30X for less than $10,000.00 in reagent costs; 14) Installation, training and technical support for both hardware and software shall be included. FOB Point shall be Destination, Hamilton, MT. Inside delivery shall be not later than 30 days after receipt of order (ARO). Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, Montana. Award will be based on: 1) The capability of the item offered to meet the above stated salient characteristics; 2) Warranty; and 3) Price and the best value to the Government. Warranty information to include period and coverage, shall be stated. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52-212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items [along with its Alternate II] and specifically includes 52.203-15 Whistleblower Protections under ARRA, and 52.204-11 ARRA Reporting Requirements; In order to be considered for an award, offeror must agree to the ARRA Reporting Requirements and must have completed the 52-212.3 Online Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
