Description
Proposed solicitation is for NSN 5998-01-220-1787. Item is a Electronic Components Assembly, manufactured by Dynalec Corporation (12763), part number 62404-250. Solicitation is for a total quantity of 671 each, 282 each to be shipped to New Cumberland PA 17070-5002, 389 each to be shipped to Tracy CA 95304-5000. A 100% option is included, which may or may not be exercised. FOB point requested is destination, inspection and acceptance is at destination. A 180 day delivery is required. Solicitation is unrestricted. This acquisition is for supplies for which the government does not possess complete, unrestricted technical data, therefore the government intends to solicit and contract with only approved sources under authority of 10 USC 2304(c)(1). All responsible sources may submit an offer which shall be considered. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. This solicitation will be made available on its issue date of 09/22/10, at HTTPS://WWW.DIBBS.BSM.DLA.MIL/. PLEASE NOTE: THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. A written offer is required and is to be returned to the bid room at Defense Supply Center Columbus, PO Box 3990, Columbus, OH 43218-3990, or can be faxed to 614-692-4275. NO OFFERS SHOULD BE EMAILED OR FAXED TO THE BUYER. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are required to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations.
