- NAICS Code: 334516 NAICS Code 334516 - Analytical Laboratory Instrument Manufacturing with a Small Business Administration (SBA) size standard of 500 employees. The U.S. Environmental Protection Agency (EPA), National Air and Radiation Environmental Laboratory (NAREL), under the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, requests that you submit a quotation for issue of a purchase order for an automated hot block digestions system with all required components to meet the attached specifications. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitated is being issued under RFQ-DC-10-00232 and includes the incorporated provisions and clauess in effect through Federal Acquisition Circular 05-43. The Government anticipates issue of a Firm-Fixed-Price purchase order for this requirement. Basis for Award: The Government will issue the purchase order to the responsive, responsible vendor that offers the best value to the Government based on technical capability (including specifications and warranty), delivery schedule, past performance and price. Technical Specifications: SPECIFICATION FOR AN AUTOMATED HOTBLOCK SAMPLE DIGESTION SYSTEM The National Air and Radiation Environmental Laboratory is requesting quotes for an automated hot block sample digestion system suitable for digesting environmental samples radio isotopic analysis. The automated digestion system must have software capable of performing sample digestion according to USEPA SW-846 methods. The detailed specifications for the digestion system are listed below. General Specifications: 1. The automated hot block digestion system must be capable of performing acid digestion on environmental samples according to USEPA methods 200.2, 200.7, 200.8, 245.1, SW-846 methods 3050B, 7470A, and 7471A as well as programmable to meet user defined methods. 2. The automated hot block digestion system must be a bench top unit, comprising all new components, with all the accessories and peripherals required to perform the digestion according to the methods listed in general specification 1 to include sample cups and lids. 3. The hot block digestion system must be fully automated and have a built-in programmable controller, including a reagent delivering system. 4. The quote must also include delivery (FOB destination) and installation at the NAREL facility by a trained and qualified specialist within 4 weeks of purchase. 5. The quote must also include ? day (4 hours) of familiarization after the time of installation at the NAREL facility for NAREL scientists by the manufacturer's application specialist. 6. The quote must also include at least one year warranty on all parts and components. The manufacturer must be capable of providing a prompt on-site repair by trained service technicians. 7. The automated hot block digestion system must be able to digest two full analytical batches of 20 samples simultaneously plus all required quality control samples. This requires a total of 50 samples. 8. The automated hot block digestion system must have automated control of temperature, ramp rate, digestion time, sample cooling, sample reheating, reagent delivery system, over temperature alarm, and auto cut off which will allow for unattended sample digestion. 9. The automated hot block digestion system must be able to provide uniform sample heating temperature to +/- 0.5 EC, and be capable of cooling and reheating the samples during the digestion process. 10. The automated hot block digestion system must be made of corrosion free components including internal controllers. 11. The automated hot block digestion system heating wells that come into contact with samples must be made of a material such as graphite or Teflon? sealed to reduce potential contamination. 12. The automated hot block digestion system must include "self-contained" ventilation with HEPA filters that resist acid corrosion while providing the digesting samples with a particle free environment. 13. The automated hot block digestion system must have an automatic multiple reagent delivery system that is capable of adding at least 5 different reagents at different times during the digestion process. 14. The automated hot block digestion system reagent delivery system must have the capability through the software for calibrated delivery volumes of different reagents during the digestion process. 15. The automated hot block digestion system must have drains for purging reagent lines prior to injection of the reagent. 16. The automated hot block digestion system must have reagent caps that fit standard 1L or 2.5L acid bottles in order to draw the reagent or acid directly from the bottles. This eliminates a transfer step and reduces the potential contamination. 17. The automated hot block digestion system must use disposable polypropylene cups for the digestion vessel which will reduce potential contamination of the samples. 18. The automated hot block digestion vessels must include a filtration device within the vessel to eliminate the transfer step which reduces the potential contamination of the digested samples. 19. The hot block digester must allow for the use of HF, HNO3, HCl, and H2SO4. 20. The automated hot block digestion software must be user friendly and easily programmable. 21. The system must be able to generate a report of the programmed method with detailed digestion parameters for quality control checks and provide a method for moving the report from the digestion system to a separate computer. The report file should be in a format readable by Microsoft Excel. Quote Submission: Offerors shall submit a firm-fixed-price quote for issue of the purchase order. Partial quotes will not be accepted for this requirement.
