Description
The Oklahoma City VA Medical Center has a requirement for Class I guard services (unarmed) for three (3) VA Medical Facilities in Oklahoma. This procurement is 100% SVDOSB set aside with a NAIC code of 561612, Security Guard and Patrol Service. The primary duties of the guard will be to control access to the medical center grounds. The guard will monitor access, verify authorization, deny access to those without proper authorization, report incidents to the VA Police and provide assistance and directions to veterans, associates and guests. The Contractor shall furnish all personnel, equipment, uniforms and other ancillary items as required and/or necessary except as herein specified as being furnished by the Government. All work provided under the contract shall be performed in accordance with standard industry practice and in a competent, professional manner. The Contracting Officer may require the Contractor to remove from work under this contract any employee deemed unacceptable by incompetent, unprofessional or otherwise objectionable behavior, attitudes or work habits. b. Routine assignments may include, but are not limited to the following: (1) Entrance control - Operate and enforce a system of personal identification. Perform package inspection when directed to do so by authorized persons. (2) Traffic control - Direct traffic (vehicle and pedestrian), control parking and notify the VA Police of any infractions. (3) Roving patrol - Conducts patrols in accordance with established routes and schedules when directed to do so by authorized persons. (4) Rules/Regulations - Observe building occupants and visitors for compliance with posted regulations. (5) Unauthorized Access - Identify anyone attempting to gain unauthorized access to the grounds or buildings of the VA Medical Center and/or N. May Clinic, Oklahoma City and notify the VA Police. (6) Hazardous Conditions - Report daily, or more often if required, in accordance with procedures found in the standard operating procedures, potential or real hazardous conditions and items in poor repair to include inoperative lighting, uneven or broken or slippery surfaces, vehicle accidents, persons needing assistance in the parking lot, etc. (7) Reports/Records - Prepare all required reports in a timely manner and provide the reports to the VA Police at the end of each tour of duty. (8) Civil Disturbances - Maintain vigilance and immediately contact VA Police for instances of civil disorder, attempts of espionage, sabotage, or other criminal acts adversely affecting the security and or safety of the Government, its employees, property and general public lawfully in buildings or on the grounds under the control of the Department of Veterans Affairs. At N. May Clinic, the guard may be required to request assistance from the Oklahoma City Police Department when encountering hostile visitors, patients and/or guests. (9) Emergencies - Notify VA Police of any emergency situation in the buildings or on the grounds under the control of the Department of Veterans Affairs. 2.) PERSONNEL REQUIREMENTS: a. Supervisor - The Contractor shall provide for an intermittent and regular supervisor visit all locations to monitor guard activities and contract performance. During these visits, Contractor shall contact the Chief of Police or his/her designee to discuss any issues related to fulfilling contract specifications. It is required that each said supervisor have a successful and documented history in field supervision representative of civilian law enforcement, military service law enforcement, or security, commercial or industrial guard or security service. Two years law enforcement or guard/security experience is considered as optimum. One-year law enforcement or guard/security service is considered minimum for a supervisory employee. b. Security Guards - Security guards will have as a minimum sufficient history with the Contractor to have demonstrated the ability to meet and deal successfully with the public; the ability and capability to read, understand, and properly apply printed rules, detailed orders, instructions, and training materials; the ability to maintain poise and self control in stressful situations; the ability to conduct and write clear, concise, accurate and detailed reports. Sufficient history with Contractor is considered as not less than six (6) months progressive responsibility, or three (3) months with history of military service and documented security guard training. c. Screening Application Must Include: (1) Ten (10) year residential history; (2) Bonding history; (3) Polygraph (if applicable to current employment); (4) Security clearances; (5) Credit History (if applicable to current employment); (6) Prior employment history (10 years); (7) Police record check; (8) Specialized schooling; (9) Any subversive activities; (10) Personal references (minimum of three persons not related to subject; (11) Medical history; (12) Educational history; (13) Military history with verifiable discharge (DD 214); (14) Specialized skills; (15) Employment bond application ($10,000mm) if applicable to current position; (16) Employment agreements to submit to polygraph at any time (if applicable to current position) d. Background Investigation Must Include: (1) Employee history - 10 year minimum. All employers must have been, or must be, contacted in verifying employment records and eligibility for rehire. (2) Police records check - verify that the Contractor employee has no record of a felony, or a misdemeanor involving moral turpitude. e. Age: All Contractor employees performing work under this contract shall have reached a minimum age of eighteen (18) years of age or as otherwise required by law. f. Education - All Contractor employees performing work under this contract shall have a High School diploma. g. Health and Physical Fitness Requirements: (1) All employees assigned by the Contractor to perform work under this contract shall be physically able to perform all general patrol duties, other functions and activities as needed or required by the contract; shall be free from communicable disease; shall be well proportioned medically in height and weight; shall be in good general health without physical defects or abnormalities which would interfere with performance of contract duties; shall posses binocular vision correctable to 20/30 (smellen); shall not be color blind; and, be capable of hearing ordinary conversation at a distance of approximately fifteen (15) feet with either ear and without benefit of a hearing aid. Each employee assigned to perform under this contract shall be given a physical examination without cost to the Government or the employee; and, the Contractor shall provide medical certification attesting to the results of the examinations to the Contracting Officer not later than five (5) days prior to the date of employee assignment to the contract. (2) In addition, all contractor employees providing services specified under this contract must undergo a psychological assessment without cost to the Government or the employee. This psychological assessment must be carried out in accordance with accepted professional standards by a physician or licensed practitioner authorized to conduct such examinations. For detailed policy see the Federal Personnel Manual, Chapter 339, Medical Qualification Determinations. Security guard duties include personal encounters with patients, visitors and other employees. Encounters are often with mentally ill, irrational or disturbed persons who although assaultive or destructive, must be handled with understanding, full control of force and unimpeded judgment. Any emotional or mental condition which could cause the applicant to be a hazard to others or self during stressful situations and physical altercations will disqualify him/her. (3) The employee shall be re-examined annually (physical and psychological) and results furnished thereafter to the Contracting Officer. (4) All Contract employees shall be literate in English to the extent of reading and fully understanding printed regulations, detailed written orders, training instructions and materials, and shall be able and capable of composing reports, which convey detailed and exact information. h. Drug Screening: All contractor provided employees will have undergone an initial drug testing procedure. All such said screening will be current within thirty (30) days preceding work under the contract. The contracting Officer may request the Contractor to perform an interim screening of his/her personnel during the contract period. 3.) GOVERNMENT FURNISHED SUPPLIES: a. Officer's Duty Book to include: (1) Minimum Task List (2) Standard Operating Procedure for VA Police b. Guard office or station area; c. All required Department of Veterans Affairs forms; d. Routine Telephone e. Government Radio (VAMC, Oklahoma City, OK - only) 4.) CONTRACTOR FURNISHED SUPPLIES: a. The Contractor shall provide his/her employee under this contract, at no cost to the Government or employee (unless otherwise billed to the employee as a routine expense by the Contractor represented by past experience), all items of uniform to include a belt acceptable for mounting carrying cases; and the carrying cases for handcuffs, CIP, key strap, flashlight; and, regulation handcuffs, with keys, CIP and flashlight (as required). Contractor shall provide a radio to the N. May Clinic guard. b. Uniforms: (1) The style and color of the Contractor's guard force uniforms shall be those in general use by large guard or police organizations. All employees performing under the contract shall wear the same color and style of uniform. (2) Shoulder patches indicating the identity of the Contractor shall be worn on the left shoulder of the uniform jacket and shirt. Identification name tags shall be worn over the right breast pocket. No other identification of the Contractor or the employee shall be worn or displayed on the uniform. (3) Approved uniforms and any related accessories do not have to be new, but must be in good repair. Any disputes regarding Contractor guard uniforms will be referred to the Contracting officer for a final decision. (4) Each guard on duty shall be equipped with supplementary equipment including but not necessarily limited to, notebooks, pens, pencils, replacement flashlight batteries and bulbs, and traffic control safety apparel (reflective vests, gloves, buttons, etc.), as appropriate to operations. In addition, guards must be prepared and provided appropriate clothing for inclement weather (rain coat, overcoat, etc.). Guards will not and shall not be permitted to provide themselves with any supplemental equipment or weaponry such as firearms concealed or unconcealed, knives concealed or unconcealed, or other such non-standard items. NOTE: No guard may enter on duty without proper attire and accessories. 5.) POST AWARD CONFERENCE: A post-award conference will be held at a time and place designated by the Contracting Officer. The Contractor, Contractor's supervisor and the COTR will attend. The conference agenda shall include as a minimum: a. Performance requirements b. Training schedules c. Certification of personnel qualifications d. Uniform and accessory requirements e. Government furnished property and service f. Contractor furnished property and service 6.) POST AWARD SITE VISITS: The Contractor or his/her designated supervisor shall visit all facilities with Contractor personnel prior to performance under contract for the purpose of performance orientation and site/equipment orientation. 7.) AUTHORITY AND JURISDICTION: a. Except where precluded by local statute or ordinance, the Contractor shall make and complete all arrangements with appropriate City, County and State offices in which the medical facilities are located to obtain all required licenses and permits. It is the contractor's responsibility to maintain such permits and/or licensing current at all times. b. The Contractor shall ensure that each employee assigned under this contract will have the appointment as a constable, special police officer, or conservator of peace thereby having sufficient authority to perform security duties at the location specified by contract (applicable only when such appointments are obtainable and/or required by local, state or Federal law). c. Permits and/or licensing shall be maintained in the required manner by the Contractor. d. The Contractor shall provide any official bond required, pay fees or costs involved, or related to the appointments of employees as described in paragraph "B" preceding. e. The Contractor shall assume full and absolute liability for acts, actions and activities of his/her employees in the exercise of any portion of this contract. 8.) ON-SITE SUPERVISION / SCHEDULING: a. The Contractor shall provide the names, telephone numbers and addresses of on-site or in-field supervisor (s) in writing to the Contracting Officer prior to commencing performance under this contract. The term "on-site supervisor" means a person designated in writing by the Contractor who has the authority to act for the Contractor on a day-to-day basis at the work site or vicinity. The on-site supervisor shall not simultaneously perform the duties of on-site supervisor and guard under the terms of this contract. b. The on-site or in-field supervisor shall ensure that the contractor's employees: (1) Are properly uniformed and present a neat appearance. (2) Maintain a continued state of diligence and professionalism. (3) Have proper identification, permits and/or licensing as necessary or required. (4) Ensures continued liaison with the COTR and Contractor employees. C. Contractor will email the COTR the monthly schedule one-week prior to the beginning of each month. References from at least three previous businesses shall be required.
