- Description
- The Department of Veterans Affairs (VA) John D. Dingell Medical Center intends to negotiate with Chaplain Karen Jackson of Redford, Michigan to provide supplemental services as a Protestant Chaplain at the John D. Dingell VA Medical Center, Detroit, MI. The contract period is expected to run October 1, 2010 through September 30, 2011 with four 1-year renewal options. The proposed action is for a Protestant Chaplain to provide services supplemental to the Medical Center's staff Protestant Chaplain. The Government intends to solicit and negotiate with only one (1) source under the authority of FAR 6.302-1(a)(2). This procurement is based on the determination that the government's minimum needs can best be satisfied by only one source. In order for the contract to be deemed completed in full, the contractor must complete each of the following requirements to the satisfaction of the government during the period of performance as stated in the contract: 1.The contractor will be on station at the John D. Dingell VA Medical Center, Detroit, every Wednesday for six hours from 10:00 am until 4:30 pm. 2.Upon arriving on station at the John D. Dingell VA Medical Center, Detroit, the contractor shall check printouts showing patient admissions occurring since the contractor's most recent previous visit, in order to determine if any patients of the Protestant faith have been admitted. The contractor shall confirm the admission status and identity of each patient of the Protestant faith using the CPRS software program used at the John D. Dingell VA Medical Center, Detroit. 3.The contractor shall, with the patient's consent, make a spiritual assessment of new admissions to the John D. Dingell VA Medical Center, Detroit, in conjunction with the Joint Commission requirements, and shall enter any applicable data in CPRS. 4.The contractor shall conduct quarterly monitoring surveys with patients at the John D. Dingell VA Medical Center, Detroit, regarding their satisfaction with Chaplain Services in order to make a determination if patient needs are being met by Chaplain Services. 5.The contractor shall conduct Chaplain's Class in the Partial Day Care Program every Thursday from 2:15 pm to 3:15 PM at the John D. Dingell VA Medical Center, Detroit. 6.The contractor shall organize and oversee, from the start to close-out, the Pastoral Care Week event at the John D. Dingell VA Medical Center, Detroit in October to include daily events including guest speakers for the event. 7.When onsite at the John D. Dingell VA Medical Center, Detroit, the contractor shall visit and offer counseling and spiritual guidance to all patients of the Protestant faith, and their relatives, whose identity and status the contractor has confirmed as described in item number 2 above. 8.With the consent of each patient of the Protestant faith, the contractor shall communicate to said patients' families and/or next of kin any needs of the patient as well as their admission to and medical disposition at the John D. Dingell VA Medical Center, Detroit. 9.The contractor will record in the CPRS software program at the John D. Dingell VA Medical Center, Detroit all interaction with and services performed for patients at the John D. Dingell VA Medical Center, Detroit. 10.By the start date of this contract, the contractor will provide evidence they have met the education and experience requirements of the National Chaplain Center in Hampton, Virginia, as stated in VHA Handbook 1111.02 (July 18, 2008), which includes but is not limited to, a Masters of Divinity degree plus two units of clinical, pastoral care plus the endorsement of the Contractor's religious denomination). __________ This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses received on or before September 17, 2010, will be considered. To be eligible for consideration, contractors must be registered in the Central Contractor Registration data base at www.ccr.gov. The NAICS Code is 813110.
