- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W9124A-10-T-0307 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-17 14:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The USA ACC NCR-CC Fort Huachuca requires the following items, Meet or Exceed, to the following: LI 001, STACS - Smart Tactical Advanced Communication System - MUST MEET SPECS AS FOLLOWS:Charging Accessories, Lithium Ion Internal Battery, 8 Quickphone Wireless IP Phones, 2 Conference Phones, 1 Repeter Device, Durable Carrying Case, 4 year Parts and Labor, One Universal Operating License, Viop Service for Domestic calls plan included, Explorer 500 Receiver, 3 Years of Basic EVDO Usage Plan3 Years of INMARSAT Satellite Access adn Usage plan.Must be ready to use in 2 minutes.Unit must have only 2 switches: Power on/off and satellite aim mode. 5 long-range wireless phones and one wireless Netbook computer (which can operate as a phone).Local WiFi and wired Ethernet access for the customer provided PDAs, notebooks and SIP based VOIP phones.Expandable up a combination for 20 handsets, PDAs and notebook computers.Software provided with unit(field installable without administrator access) to provide basic incident management and VOIP phone functionality from standard Microsoft windows based notebooks.Two radio interoperability ports supporting simplex, truncking and repeater radios using standard Tessco and JPS/Ratheon cables. Local and remote bridging of radio ports, internet based monitoring and PTT transmission on radio ports(with username/password access. Built-in PBX functionality including conference bridge, voicemail, outbound voicemail and access control. Automatic least cost routing of normal priority voice and data traffic with automatic most reliable routing of emergency calls. Minimum of 3 PSTN network calls across the BGAN Satellite network using local or toll free US telephone numbers for inbound calls. Minimum of 3 PSTN calls across the EvDO and WiFi networks using the same local Toll-Free US phone numbers. VENDOR MUST TRAIN DEPARTMENT ON HOW TO USE THIS SYSTEM., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA ACC NCR-CC Fort Huachuca intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACC NCR-CC Fort Huachuca is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
