- OFFADD: 42 CONS/LGCA 50 LeMay Plaza South Montgomery, AL 36112 SUBJECT: Motorola KVL 3000 Plus Hardware or Equivalent, GSA Approved Class 6 legal file cabinet, and GSA high security paper shredder. DUE: 15 September 2010 POC: William Stallings, Contract Specialist, Phone: (334) 953-3266; Fax (334) 953-3543 DESC: 42 CS/CL at Maxwell Air Force Base, AL is requesting information for the following items listed below. This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this market research (Source Sought Synopsis) is to determine if the following items are commercially available: CLIN 0001-AA: Motorola KVL 3000 Plus Hardware or equal Quantity 10 Key Variable Loaders (KVLs) are required to load encryption keys for many secure equipped products in the ASTRO® product line. The KVL 3000 Plus allows key material management through a battery-powered portable device with a bit map display and an intuitive menu. The device offers two levels of password protection: Supervisor and Operator. Password protection improves system security by limiting access to sensitive key management functionality. Advanced Secure net (standard mode) Operates by Physical Identifier (PID) key management. * Identifies a physical memory slot where a key variable is stored * Enables products to access the same encryption keys, depending on physical storage capability * Protects all SECURENET, Secure ASTRO and Secure ASTRO 25 systems CLIN 0002-AA: Motorola ADD: Encryption Software or equal. The required software for the KVL-3000 Plus. Quantity 10 CLIN 0003-AA: Motorola ADD: Astro 25 MODE or equal. Quantity 10 ASTRO 25 mode is an optional mode of operation in the KVL 3000 Plus. ASTRO 25 mode provides Common Key Reference (CKR) key management. CKR key management eliminates the need to place a key in a specific memory location. All secure products that support CKR's will access the same encryption keys independent of physical storage capabilities of the product. CKR key management is used with ASTRO digital subscribers equipped with the Universal Crypto Module (UCM). This mode is required for ASTRO 25 Conventional OTAR, which is performed with the Key Management Facility. CLIN 0004-AA: Motorola ADD: ASN MODE or equal Quantity 10 Advanced Securenet (ASN) Mode - ASN mode is the standard mode of operation on the KVL 3000 Plus. ASN mode provides Physical Identifier (PID) key management. PID key management identifies a physical memory slot where a key variable is stored in a unit. All products that support PID key management access the same encryption keys dependent on the physical storage capability of the product. PID key management provides support for all SECURENET, Secure ASTRO, and Secure ASTRO®25 systems. CLIN 0005-AA: Motorola VISAR/KVL Charger Kit 110 V or equal. Quantity 10 A 110V charger unit to replenish the battery of the KVL3000. CLIN 0006-AA: Motorola Cable Keyload MTS2000 or equal Quantity 10 CLIN 0007-AA: Motorola Cable Keyload or equal. Quantity 10 CLIN 0008-AA: Motorola ADPT DVP ASSEM or equal. Quantity 10 CLIN 0009-AA: Motorola Cable Keyloading Adapter CGAI or equal. Quantity 10 (CLINS 0006, 0007, 0008, 0009 are the required cable assemblies to hook the KVL300 up to radios we have in inventory. They have radio connectors on each end that fit a specific radio.) CLIN 0010-AA: GSA Approved Class 6 Legal File Cabinet 2 Drawer- Single Lock X-09-Gray GSA Approved Class 6 Legal Size Containers Class 6 security filing cabinets are designed to resist covert and surreptitious entry and are approved for the storage of all levels of classified information. Quantity 4 Standard Features on the GSA Approved Legal Size: • Built-in Hanging Folder Racks • Requires Less Space - Minimum Exterior Width • Premium Shipping Container • More Usable Filing Space • No Thumb latch • Less Weight The X-09 lock meets federal specification FF-L-2740A, making your GSA Approved Safe secure and your materials safe with high security electromechanical locks. Approved by the GSA for use on approved Class 5 and Class 6 filing cabinets and Class 5 and Class 8 Security vault doors, the X-09 lock is self-powered using PowerStar TM technology (an internal self-activating power plant), and features a limited view LCD display. X-09 locks are not subject to mechanical limitations and are great solutions for your GSA Approved container needs. Advanced engineering assures that X-09 entry codes cannot be compromised by observing the dial position. In addition to this, the tamper-resistant X-09 cannot be "hacked" because the digital information is hidden in the processor's non-volatile memory. Three Modes of Operation The X-09 lock allows the user to choose your own level of operation and security. The Single Combination Mode allows access by dialing a six-digit combination. For greater access control choose the Dual Combination Mode - this allows access only when two separate codes are entered within 10 seconds of one another. Further to this, the Supervisory/ Subordinate Mode allow access by a subordinate only after a supervisor code has been entered. Audit Mode Features The X-09 high security lock has a full complement of auditing features. This includes no resettable openings log, and unsuccessful attempts log (audits after 3 unsuccessful attempts) that resets once the proper access code is entered.
