- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2009-1-1. The following provisions apply to this acquisition: 52-212-1 Instructions to Offerors- Commercial Items; 52-212-3 Offeror Representation and Certification-Commercial Items; 52-212-4 Contract Terms and Conditions - Commercial Items. The full text of these Commercial Items clauses is available at http://www.acqnet.gov/far. NAICS code: 334210 small business size: 1000 employees. Requirement: The National Park Service (NPS) intends to award a "Sole Source" action to Verizon Business (VzB) to connect Arkansas Post National Monument to the Verizon Backbone Network Service (VBNS) cloud: VzB offers a wireless solution consisting of: a dish antenna on a cellular tower, connected back to the Century link Central office where the circuit will be handed off on land equipment to VzB. A site survey will be performed to assure the feasibility of the project. Once the project is determined to be viable, VzB will provide the wireless equipment, antennas and radio equipment, at both locations as well as the connectivity to Century link and the Maintenance building inside the Park. Construction of the Maintenance area tower inside the park will be conducted by the park as a separate project. Justification for "Sole Source": A November 15, 2006 Department of the Interior (DOI) Memo: "Wide Area Network Equipment, Circuit, and Service Acquisition Responsibilities", outlines and makes it mandatory that DOI Bureaus coordinate network acquisition activities through the DOI business office that oversees Department use of the Federal telecommunications system (FTS) contract. Our FTS2001 contract is awarded to VzB who has management and oversight of the DOI and NPS wide area network (WAN) infrastructure to include NPS and park WAN circuits. The FTS2001 contract is awarded to VzB through March 2012. VzB provisions all NPS WAN circuits with a very high-speed Backbone Network Service (vBNS) to deliver adequate access, or bandwidth, and Internet service that are needed to meet our business requirements and connectivity to the DOI/NPS network. Arkansas Post National Memorial (ARPO) is one of our parks defined as "geographically remote" and we have in the past been unable to provide them with adequate access as described above. In the recent past, a newer technology has come into use that can provide adequate access using a tower-mounted, high-power microwave device to deliver vBNS wirelessly over a long distance. The use of VzB to conduct an initial site survey will ensure necessary equipment is tower mounted at the correct height, microwave frequency is within NPS license and use parameters, and ensure line of site can be obtained between the two microwave locations. Having VzB conduct the preliminary onsite survey, install needed equipment, and have responsibility for full functionality of the microwave connection ensures that ARPO is dealing with one contracted vendor for all aspects of vBNS from beginning to end. This announcement constitutes the only notice that will be issued for this requirement; any interested party may submit a quote for equal equipment, labor, and materials that will result in the desired outcome as stated above. Interested parties are required to submit information on company letterhead faxed to 314-655-1660 or by email to: scott_strout@nps.gov Unless offers are received which are equal to the services described above, compatible with existing equipment, and managed services provided by Verizon; an award shall be made to Verizon Business on September 18, 2010 at 3:00 PM Local Time. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
