- FCC YAZOO CITY - FY-2011 NON HAZARDOUS SOLID WASTE DISPOSAL / LANDFILL The Federal Bureau of Prisons, Federal Correctional Complex (FCC Yazoo City) intends to award a contract to a Landfill provider for the disposal of Solid Non- Hazardous Waste from FCC Yazoo City located at 2225 Haley Barbour Parkway, Yazoo City, Mississippi 39194. A Landfill provider currently operating an existing landfill will accept collected waste from the FCC's compactors, roll-offs, and open-top roll-off containers. The resulting contract will extend from October 1, 2010 to September 30, 2011. An estimated 2940 tons of waste is expected to accumulate in this time period. This solicitation is unrestricted for business. Faith-based and community-based organizations can submit quotations equally with other organization for contracts for which they are eligible. The North American Industry Classification System code for this services is 562212 and the applicable small business size standard is $12.5M. The solicitation will be made available on or about September 8, 2010. Upon issuance, solicitation packages may be accessed electronically at this address: www.fbo.gov. Hard copies of this solicitation will not be available as the site provides downloading instructions. All future information concerning this solicitation, including amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most current information concerning this solicitation. All responsible businesses may submit a quote. Award will be made to the responsible quoter who submits the most advantageous offer to the Government, although not based solely on price. Line item: 0001 Estimated total tons of disposal for 12 months not to exceed 2940 tons and include non hazardous waste from compactors, roll-offs, and open top roll-off containers. Disposal site must be within 70 miles of the Federal Correctional Complex, Yazoo City, Mississippi (FCC Yazoo City), 2225 Haley Barbour Parkway, Yazoo City, MS 39194. The location of the landfill must not allow travel through any largely, occupied areas. The proposed cost or price must include all associated charges or fees. Please ensure with your offer you include a complete copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items. All potential offerors are advised that this solicitation includes the clause FAR 52.212-5(Apr 2005) for Commercial Items, Central Contractor Registration (CCR). This clause requires all contractors doing business with the federal government after September 30, 2003, to registered in the CCR database. Offerors should include their Data Universal Number System(DUNS) number in their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee's DUNS number into the CCR database. As of January 1, 2005, all potential quoters are required to complete the annual representations and certifications electronically via the On-Line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1(SEPT 2006) Instructions to Offerors - Commercial Items. Once you have completed the OCRA requirement, you are no longer required to submit 52.212-3 (NOV 2006) Offeror Representations and Certification -Commercial Items with your quotes. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. Offers must indicate Solicitation Number, time specified for receipt of offer, name, address and telephone number of quoter, technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each quoter. Quoter must hold prices firm for 60 days from the date specified for receipt of offers. All offers must be received by the Contracting Officer specified above no later than 2:00 p.m., Central Time, on September 28, 2010. Quotes received after this date will not be considered.
