- Medical/Surgical and Prosthetic (MSP) Advanced Supply Chain Capability (ASCC) Assessment SYNOPSIS VA RFQ: VA798-10- RQ-0211 Description The Department of Veterans Affairs (VA) is responsible for the procurement of approximately $3.4 billion in goods and services for the Medical/Surgical and Prosthetic supply chain per year. Currently the VA's enterprise supply chain management for these commodity lines is fragmented and is not able to efficiently manage current demand. The VA is therefore in need of a health care Advanced Supply Chain Capability (ASCC) to provide an improved and modernized integrated enterprise MSP supply value chain management capability. Key VA organization levels include, but are not limited to the VA Medical Centers (VAMC), Veteran Integrated Services Networks (VISN), National Acquisition Centers (NAC), VA Health Administration (VHA) and supported National Cemetery Administration (NCA), Veterans Benefits Administration (VBA) field offices, the VA Central Office (VACO), and the VA Program Management Office (PMO). The VA's health care network for consideration consists of 153 hospitals, multiple information systems and data warehouses encompassing procurement data, e-Catalogs, inventory management information and web based catalogs. The VA is seeking to contract with a vendor who shall be responsible to conduct a VA enterprise MSP supply chain assessment for the purposes of identification and documentation of performance improvements required to increase the effectiveness and efficiency of the operation of the VA MSP supply chain. The assessment will deliver a recommendation for the process improvements, policy changes, professional services, information systems and any associated tools required to support enhanced VA enterprise MSP supply chain management operational function. The contractor assessment shall focus on the operation of the VHA supply chain for the procurement of MSP commodities. The Government intends to make a single award. It is anticipated that the awarded contract will be for a period of 9 months. The NAICS code for this requirement is 541611. This acquisition will be a full and open, unrestricted competition. The solicitation will be issued on or about September 08, 2010 with an anticipated close date of on or about October 06, 2010.
