Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The government is issuing a request for quotes for a Phosphate Analyzer and Kit to be delivered to the Great Lakes Environmental Research Laboratory at 4840 South State Street, Ann Arbor, MI 48108. The resulting purchase order shall be firm fixed priced. This procurement is issued as full and open competition under NAICS code 334519 with a size standard of 500 employees. The phosphate analyzer must meet the following specifications: - Height must not exceed 30 in. - Diameter must not exceed 8 in. - Weight must not exceed 30 lbs. - Must function in a temperature of -10C to +70C; - Must function and operate in up to 3.5 meter waves; - Bio-fouling must not affect data quality for a 3 month in situ moored deployment; - Must have easily replaceable reagent cartridges and a calibrated output; - Data memory must support at least 1000 samples; - Sample rate must be 2 per hour; - Serial output of data must be through an RS-232; - Electrical input must be from 9.5 - 18 VDC; - Current draw cannot exceed 2 A, an average should be around 125 mA; - Chemical Precision must be no less than 50 nM; - Chemical Dynamic Range must be from 0 - 10 uM; - Chemical Reagent Capacity must be no less than 1000 samples; - Sensor must have a calibrated output; - Must have easily replaceable reagent cartridges; and - Sensor must be specific to phosphate analysis. The contractor shall be required to deliver the phosphate analyzer and kit within 60 days of award to the Great Lakes Environmental Research Laboratory. The resulting purchase order shall have two contract line items. The first line item is for a quantity of one (1) Phosphate Analyzer and Kit (kit would include any items such as, but not limited to, bench test cable, reagent set with cartridges, spare parts kit, interface cables, cage with mounting brackets, etc.) and the second line item is for the transportation costs of the phosphate analyzer to the government's facility. When providing a quote to the government, the offeror shall provide a price break out for line item 0001 and 0002. The government shall evaluate offers received based on lowest overall price that is determined technically acceptable from a responsible vendor. To be technically acceptable, the offeror must meet the technical requirements stated above. The government reserves the right to request additional information from the lowest price technically acceptable offeror to evaluate its responsibility. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 44.
