Description
The US Army TACOM Contracting Center intends to award a sole-source contract to Denton ATD, 2967 Waterview Dr, Rochester Hills, MI, 48309-4600 for the following: TACOM Contracting Center proposes to award a contract to Denton ATD, located in Rochester Hills, MI, on a sole source basis. This contract will be awarded for the retrofit of three (3) existing Anthropomorphic Test Devices (ATDs or Crash Test Dummies) belonging to the Occupant Protection Systems Integration Laboratory (OP SIL). These ATDs are currently configured to operate with a legacy data acquisition system. The OP SIL is updating the existing data acquisition system to a Diversified Technology Services (DTS) SLICE system. As a result of this change, the ATDs currently being used by the OP SIL must be retrofitted to operate with the new SLICE data acquisition system. Contractor will also furnish an additional ATD and one pair of legs. Under the proposed contract, the contractor will remove the old instrumentation from one (1) existing 50th percentile one (1) existing 5th percentile and one (1) existing 95th percentile ATDs, replace or modify the internal components of the ATDs, install the SLICE instrumentation, and calibrate and certify the ATDs for operation in the OP SIL. In addition to the above, the contractor will furnish a new Hybrid III (HIII) 50th percentile male ATD and one (1) pair of MIL-LX legs for use in OP SIL Testing. The HIII ATD will be equipped with the same channels as the ATDs being retrofitted. The MIL-LX legs will be equipped with upper and lower tibia load cells and will function with the DTS data acquisition system being acquired by the OP SIL. These items will be calibrated and certified for operation in the OP SIL The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received within fifteen (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Denton ATD is the only known source that can fulfill the Governments requirement. All interested sources must respond not later than 18 Sep 2010, 4:00 PM EST.
