Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)Solicitation number N00104-10-Q-Q931 is issued as a request for quotation (RFQ). (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (iv)No set-aside. NAICS code: 541513; $25,000,000. (v)The attached sole-source justification covers the negotiation and issuance of a sole-source contract National Interest Advanced Solutions, 310 State Route 956, Rocket Center, WV 26726-9229. (vii)NCIS requires assistance in the standing up of an alternate data center as well as design, development, implementation, and maintenance of its Records Management and Information System (RIMS). To fulfill this requirement, the contractor shall design and update the existing NCIS Electronic Records Management and Analysis System (ERMAS) across all three NCIS networks (NIPRNET, SIPRNET, JWICS) and ensure the continuity of operations of ERMAS. Additionally, the contractor shall implement an information exchange capability with authorized agencies and systems, re-design the predetermined NCIS alternate data center location, and migrate NCIS owned data center equipment from existing location to NCIS ™ predetermined location. Finally, the contractor shall stand up and maintain the alternate data center, provide project, risk, and configuration management services, develop any required software and associated training material, and provide System Security Accreditation Documentation.
