Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Prospect FASS Courses Instructors This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is issued as an RFQ Quotation using Simplified Acquisition Procedures under the Test Program at Subpart 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2004-25. NAICS CODE is 611430. The method of payment will be Government IMPACC (VISA) or purchase order. The Government intends to issue one contract for the following class instructors. The instructors will be used to present course material for the Facility Systems Safety (FASS) training courses. For the class FASS Training for Safety and Health Professionals, the contractor shall provide the necessary FASS expertise required to develop, deliver and evaluate/ revise materials and make recommendations. This course shall be developed from an existing course for designers. Course development will require major revisions to target an audience of safety and health professionals. The contractor shall review existing course for Designers revise to target safety and health professionals, update case studies, provide new course to HNC for review/ acceptance. The course will be presented in Albuquerque, New Mexico from October 19- 21, 2010. Total class duration shall be 24 hours, 8:00 am to 4:30 pm each day, with an expected number 25 students. Contractor is to arrange for training room, break areas, and handle arrangements with hotel to reserve up to 25 rooms at the authorized federal government per diem rate. The contractor shall provide all services, personnel, handout materials, student materials, and audiovisual equipment and aides. The contractor shall arrive at the class site the day before instruction starts to verify proper classroom setup and obtain any shipped materials and distribute in classroom. The contractor shall administer student registration. Each student must complete the government furnished form. The contractor will ensure all students are accounted for during classroom hours and attendance records must be delivered to the course manager no later than 5 days from the close of the course. At the end of the course the contractor shall ensure that the course evaluation forms are completed by the students and ensure that they are delivered to course manager no later than 5 days from the close of the course. The contractor shall present the government furnished US Army of Corps of Engineers Completion Certificate to each student meeting the completion requirements. There is an option class for an additional FASS course for Safety and Health Professionals in October of 2010 with the location to be determined. The requirements with be the same as the previous class. For the class Facility Systems Safety (FASS) Training for Designers, the contractor shall provide the necessary FASS expertise required to develop, deliver, and evaluate/revise materials and make recommendations. Revisions to the existing course must be done by incorporating comments provided by USACE HQ. This course will be presented in Sacramento, CA from November 2- 4 2010. Total class time shall be 24 hours and expected attendance is 35 students. The contractor shall provide all services, personnel, handout materials, student materials, and audiovisual equipment and aides. The contractor shall arrive at the class site the day before instruction starts to verify proper classroom setup and obtain any shipped materials and distribute in classroom. The contractor shall administer student registration. Each student must complete the government furnished form. The contractor will ensure all students are accounted for during classroom hours and attendance records must be delivered to the course manager no later than 5 days from the close of the course. There is an option for a detailed systems safety review/ analysis of facility design or renovation. Design/ renovation will be provided by the government. Review shall be in accordance with industry practice for systems safety reviews. Additional requirements will be provided with the design. Huntsville Center (HNC)/ US Army Corps of Engineers (USACE) subject matter experts will participate in the review. The review shall be conducted at the contractors facility. Finished product will reviewed by HNC of quality/ completeness. Participation in FASS Community of Practice is required. Meeting shall be 3 days in duration and the location is yet to be determined. Preparation of FASS course for project managers. The contractor is to use FASS course for designers to prepare targeted for project managers. Course is to be CD format for use as a computer based training program Offerors must be registered in the Central Contractors Registry (CCR) and MUST PROVIDE their Federal Taxpayer Identification number, DUNS number, and Cage Code. Offers that fail to provide this information WILL BE EXCLUDED FROM CONSIDERATION. Instructions on registration in the CCR may be obtained at Internet Website: http//ccr.gov. FAR provision 52.212-2, Evaluation-Commercial Items, The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor considered. The following factors shall be used to evaluate offers: 1. Technical capability: 10 years experience teaching a facility systems safety course for designers which includes engineers, safety engineers, architects, and other design professionals. Instructor(s) shall hold certification as either a Certified Safety Professional or a Certified Industrial Hygienist. Instructor(s) shall have experience in systems safety at a level to allow them to qualify as member grade of the Systems Safety Society. Contractor shall have experience in conducting systems safety reviews of facilities (such as barracks, hospitals, fitness centers, etc.). 2. Past performance and 3. Price. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 12 months.
