- ERDC Contracting Office intends to award on a sole source basis under the authority of FAR 13.501(a)(1)(ii)-Sole Source to Caterpillar, Inc., 14009 Old Galena Rd TC-A, Mossville, IL 61552-0470. This action is being procured in accordance with FAR Part 12-Commercial Items, utilizing procedures from FAR Part 13-Simplified Acquisition Procedures (SAP). The Government requires that Soldiers have the resources to train and maintain their operator skills on their assigned Modified Table of Equipment (MTOE) equipment assigned to the unit and mandated by the Army. The primary MTOE heavy equipment used by the Army is the Caterpillar brand. In order to prevent confusion and delay of the Soldiers abilities to train and operate effectively and safely in both CONUS and OCONUS environments, it is imperative that the simulators obtained are exact replicates of the MTOE heavy equipment primarily used by the Army. Due to the proprietary nature of Caterpillar equipment, no other brand would demonstrate the exact capabilities and/or features required for training and real time operations. System Description a. Motor Grader Simulator (M-Series/160M)- (Qty-12 Units) b. Hydraulic Excavator Simulator (320CL)- (Qty-12 Units) c. Small Wheel Loader Simulator (924H)- (Qty-12 Units) d. Wheel Tractor-Scraper Simulator (627G)- (Qty-12 Units) e. Simulator Virtual Training Manager: With the ability to track faults and progress of each student. Systems must have a database capable of tracking each student as an individual for scoring and training completion purposes. (Qty-12 Units) f. Track Type Dozer Simulator -(Qty-12 Units) g. Additional Headsets (Qty-60 EA) h. Installation must include, but not limited to: All units assembled, all software installed on each unit, training manager station installed, all computers associated networked. i. Training on all 5 simulators and the training manager station consisting of at least one day of training with a small group per location. j. Annual Maintenance/Technical Support ** Locations for Delivery, Set-up, Training, and Annual Service (12 Locations) are as follows: Schuylkill Haven, PA; Londonderry, NH; Greenville, SC; Johnstown, PA; Wheeling, WV; Millington, TN; Fort Thomas, KY; Watertown, PA; Miami, FL; Knoxville, TN; Kingston, NY; and Birmingham, AL. Interested parties may submit a capabilities statement, proposal, or quotation which shall be considered by the government to the identified point of contact not later than Tuesday, 14 Sep 2010 - 3:00 P.M., CDST. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
