Description
The Naval Air Warfare Center Weapons Division China Lake, California (CA) intends to procure a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract on an other than full and open competition basis from Raytheon Company, Space and Airborne Systems Division, 6380 Hollister Avenue, Goleta, CA 93117-3114. This requirement is for approximately 24,928 level of effort hours over a three year period of performance. This procurement is for performance based technical services for the F/A-18 E/A18-G Sensor System software and hardware to incorporate updates, improvements, and enhancements of tactical capabilities. The sensor systems include legacy AN/APG-73 and AN/APG-79 radars, and AN/ALR-67(V) 3 electronic warfare system. The contractor shall provide technical support for hardware and software anomaly investigation, design, development, documentation, integration, test, and evaluation of systems and support equipment as a result of the F/A-18/ EA-18G lifecycle. Delivery schedules will be specified in each order. Destination will be China Lake, CA or other destinations specified in an order. The services will be performed primarily at the Raytheon facilities. Raytheon is the sole designer, developer, and manufacturer of the F/A-18/ EA-18G sensor systems and only Raytheon is capable of developing radar electronic countermeasure improvements and incorporating enhancements for new sensor tactical capabilities. Raytheon maintains the design, specifications, drawings, detailed knowledge of sensor systems performance and manufacturing techniques, and is the only firm with the required technical data, software, as well as the expertise, manufacturing facilities, and laboratory assets necessary to accomplish the required sensor systems support and development efforts. A written solicitation will be issued and posted at FedBizOpps. The anticipated award date is on or before April 23, 2011. All responsible sources believing they can provide the required services may submit a written capability statement, proposal, or quotation which shall be considered by the agency. Written responses shall clearly show their ability to perform the work without compromising the quality, accuracy, reliability, and delivery requirements. Responses shall be submitted to Kim Matsunaga at the address noted above no later than September 27, 2010. See Numbered Notes 22 and 26.
