Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL The Department of the Air Force, Malmstrom AFB, Montana intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source for the JCAD-SIM detector simulator from J.G.W. (International) Ltd. The associated NAICS for this simulator is 334511. The vendor, J.G.W. (International) Ltd., is located at 1801 Robert Fulton Dr., Ste 400, Reston VA. 20191-4347. Description of Product Requirements: 4 each JCAD/SIM (Argon Electronics Part # FGO-ARG190) Simulator designed to teach and train CBRNE responders on the correct use of the Joint Chemical Agent Detector (JCAD) 1. The simulator shall mimic the JCAD in size, appearance, weight, and function. 2. The simulator shall operate in the same way as the JCAD under usual conditions. This shall include response to self-test and confidence check. 3. The simulator shall monitor G-mode and H-mode simultaneously with the ability to detect and indicate simulation BLOOD/CHOKING agents, exactly like the JCAD. 4. The simulator shall have a night vision goggle (NVG) compatibility mode. 5. The simulator shall not require use of the JCAD to provide training though components of the JCAD may be used, such as carrying case, carrying harness or earpiece. It shall have the same switches and displays. 6. The simulator shall be compatible with JCAD earpiece. All "user interface" markings shall be the same as for the JCAD. 7. The inlet turret shall be in blue to allow the user to easily recognize the simulator as a training device. 8. The simulator shall use a simulation sample nozzle which shall be Blue in color to distinguish it from a real sample nozzle. 9. The simulator will be capable of simulating both detect and sample modes of the JCAD. 10. The simulator shall detect and discriminate between G, H, BLOOD, CHOKING and TIC simulant sources. 11. The function of the cumulative dose indicators for G and H shall be simulated. 12. The simulator shall accurately replicate the audio alert of the JCAD. 13. The simulants must provide for varying levels of agent response in G, H, and indication of TIC. They must be able to be concealed on a person, or a vehicle, and in packaging and terrain. They need to be variable such that the simulator will detect at ranges from 3 feet (0.9 metres) to 70 feet (21 metres). 14. Fixed simulants must provide for levels of agent response in G, H, BLOOD, CHOKING and TIC modes. They must be able to be concealed on a person and detected up to a range of 1 inch (25mm). 15. The simulator shall not use chemical simulants. 16. The simulator shall have the ability to simulate response to live agents, toxic industrial substances and false positives. 17. The simulation technology shall permit demonstration of vapor leak through a non gas tight seal, and the increase in leak should the non gas tight seal be further compromised. 18. The simulation confidence tester shall look and function exactly like the real JCAD simulation confidence tester. 19. The simulation confidence tester shall not use any form of chemical simulant. 20. The simulation JCAD shall include a simulation sieve pack. 21. The simulator shall provide for simulation of depletion of sieve pack, and means to enable a student to train in the correct replacement of sieve pack and reset of sieve pack low indicator. 22. The simulator shall simulate 5 second mode, 1 second mode and TIC mode. 23. The simulator shall give feedback as to how successfully the operator employed the JCAD. All errors in use of the JCAD simulator by the trainee, such as failure to carry out G and H confidence test, failure to select survey mode when using a survey nozzle, shall be shown to the trainer to allow the trainer to evaluate the trainee's performance. 24. The simulator shall be provided with an instructor remote to enable simulation of persistency and decontamination by means of variation of simulator response to simulation sources. The instructer remote shall also permit simulation of low battery and sieve pack change alert. 25. The simulator shall be powered by any power supply capable of powering a real JCAD. 26. The simulation sources shall be powered by a standard D size cell. 27. The simulator shall be provided in a carry case. 28. The JCAD simulator shall be capable of field upgrade of its software. 29. The JCAD simulator package shall comprise: 1 off JCAD Simulator 1 off Battery cassette 1 off primary simulation sieve pack 1 off secondary simulation sieve pack 1 off simulation storage sieve pack 1 off simulation survey nozzle 1 off instructor remote 1 off simulation confidence tester 2 off ultrasound H simulation sources, capable of configuration to TIC 2 off ultrasound G simulation sources, capable of configuration to TIC 1 off large high power H simulation electromagnetic source 1 off small high power H simulation electromagnetic source 1 off large high power G simulation electromagnetic source 1 off small high power G simulation electromagnetic source 1 off system carry case 1 off user manual 30. The simulation system shall be compatible with existing Camsim training simulators in service with U.S. Air Force. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this notice is for informational purposes only. Response to this notice must be received at this contracting office no later than 12:00 NOON, 13 Sep 10, MST.
