- FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as proceded in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treaated as information only. It shall not be issued as a proposal. (c) This solicitation is issued for the purpose of: End of year Pre-planning to obtain pricing and availability. Funds are not currently available. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice to all Offerors: This is a Pre-planning Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel the requirement before or after closing. The solicitation number for this procurement is FA4855-10-Q-0095 and is a Request for Information (RFI). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-45, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100827, and Air Force Acquisition Circular (AFAC) 2010-0903. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. The North American Industry Classification System (NAICS) is 334419 (Other Electronic Component Manufacturing). Small Business Size Standard is 500 employees. This requirement is a total small business set-aside. The Offeror must be an authorized dealer and must quote on an all or none basis. Award will be based on lowest price technically acceptable by the Government. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line item: CLIN 0001: Please see attachment. Or Equal items will be accepted. If quoting or equal product, please attach specifications with quote. All quotes must include shipping. Items should be delivered FOB destination with government acceptance within 30 days ARO to the following address: 112 E Arcadia Ave Cannon AFB, NM 88103 It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation and are incorporated by full text: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Offers may be submitted via facsimile or mail. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. FAR 52.212-2 Evaluation - Commercial Item Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price technically acceptable (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3 Offeror Representations and Certifications - Commercial items. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications have not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed.
