- [BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for the repair of an Eaton AC Generator.[SPECIFICATIONS]The specifications are:(1)Qty 1 job Repair Eaton AC Generator, Part Number 933200, Serial NumberF9921760, in accordance with Q-19 Quality Assurance Requirements[SOLE SOURCE EXPLANATION]NASA/DFRC intends to have an Eaton Alternate Current (AC) Generator unit repaired. Thisparticular generator is manufactured by Eaton Limited, Larchwood Avenue, Bedhampton, UK PO9 3QL, and they are the only company that repairs and recertifies this unit.NASA DFRCintends to use Global Aviation of Houston, TX, as the broker to facilitate this repair inaccordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies orServices Will Satisfy Agency Requirements. Authority 10 U.S.C. 2304(c)(1),Justification; the manufacturer will only process this particular repair transactionthrough Global Aviation. Global Aviation was selected to facilitate the import/export control process with EatonLimited to conduct an evaluation of the AC generator unit. Upon inspection of the unitby Eaton, it was determined that the unit would require significant repairs. Due to thepropriety nature of the unit, Eaton Limited is the only company capable of performingthis repair. Eaton Limited will only allow Global Aviation to finalize this specificrepair transaction since Global Aviation is the company that initiated the import/exportcontrol process for this action. To avoid sole source situations in the future, NASA DFRC will seek competition amongcapable import/export control brokers for all Eaton AC generator repair transactionsrequiring such services. Additionally, NASA DFRC has initiated contact with EatonCorporation to establish an import/export control account, thus avoiding the use ofbrokerage services for future acquisitions requiring evaluation and repair services withEaton AC generator units. [FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 10:00 a.m. PDT onSeptember 13, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Offers in relation to this requirement are due September 14, 2010 at1:00 p.m. PDT. Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
