- NASA/GRC is hereby soliciting information about potential sources for SAFETY,RELIABILITY, AND QUALITY ASSURANCE (SR&QA) AND ENVIRONMENTAL MANAGEMENT SUPPORT SERVICES(EMSS) No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.INTRODUCTION:The Glenn Research Center (GRC), Cleveland, Ohio, is seeking information on potentialsources to supply support to GRCs SR&QA and EMSS Program as outlined below. Submittedinformation will assist GRC in internal acquisition planning relative to workconsolidation, set aside decisions, and or appropriate level of competitionAny resulting contract would be for a period of five (5) consisting of a base and optionperiod commencing January 2011. Estimated contract staffing level is approximately 90work year equivalents (WYE) per contract year.The applicable NAICS codes are 541330with a small business size standard of $4.5M; and 541620 with a small business sizestandard of $7M.What We Are Seeking. GRC is seeking capability statements from businesses including large, small, smalldisadvantaged (SDB), women-owned small (WOB), HUB Zone small businesses, Veteran andService-disabled Veteran-owned small businesses. Contractors should address the belowareas.Statements should be limited to no more than 10 pages consisting of: - a COVER letter no longer than two pages which briefly describes your company andsuccinctly addressing, but not necessarily limited to, the number of years in business,annual sales over your last three business years, the number of employees you have nowand over your last three business years, and your demographics, e.g., Large, Small, WOB,SDB, etc.; a company Point of Contact; and- a CAPABILITY section no more than eight pages demonstrating your capability andexperience as a prime or subcontractor in outlined work areas.You need not respond toall the focused areas, but to only those you have capability in. Interested respondents should submit their capability responses to NASA Glenn ResearchCenter, Attn: Ron Sepesi MS 60-1, 21000 Brookpark Road, Cleveland, Ohio 44135. They mayalso be e-mailed to Ronald.W.Sepesi@nasa.gov. Anticipated PlanGRC will review all responses and use them to assist GRC in internal acquisition planningrelative to work consolidation, set aside decisions, and or appropriate level ofcompetition. Once reviewed, GRC may contact selected firms for additional information. Please note that this synopsis is for information and planning purposes only and is notto be construed as a commitment by the Government. Further, the Government will not befinancially responsible for information solicited or travel expenses incurred. SAFETY, RELIABILITY, and QUALITY ASSURANCE (SR&QA) Scope: The Contractor shall provide the necessary management, personnel, equipment, andsupplies (not otherwise provided by the Government) required to provide servicesassociated with the planning, implementation, and assessment of System SafetyEngineering, Reliability and Maintainability Engineering, S&MA Management Information,Quality Assurance/Engineering, Software Assurance Engineering, Materials and ProcessesEngineering, Project Assurance, Risk Management, Independent Assessment, Documentationand Report Support elements for the GRC S&MA Directorate. Objectives and General Requirements: The Contractor shall assess compliance with NASA andGRC System Safety, Reliability, Maintainability, Software Assurance, Risk Management,Materials & Processes, and Quality Assurance policies, requirements, standards, andcontrols. The Contractor shall evaluate the design, manufacturing, and testing of in-house andcontractedspaceflight hardware and software to ensure delivery of products in accordance withfunctional,performance, and design requirements. The Contractor shall perform S&MA activitiesthroughout program and project life-cycles. The Contractor shall assure that managementassessment information is provided in a timely manner to the GRC S&MA Directorate tosupport the decision-making process regarding open problems, hazards, and riskspertaining to accomplishing GRC's mission. This will include operation and maintenance ofthe S&MA Management Information Processes. The tasks described in this SOW shall beperformed principally in the GRC locale; however, occasional travel to contractorfacilities, NASA Headquarters, and other NASA installations may be required. General requirements include: Evaluate project activities and plans (including Safety and Mission Assurance Plans)for SMAD. Coordinate system safety, reliability/maintainability, quality assurance,materials and processes (M&P), software assurance (SA), risk management, and Electronic,Electric,Electromechanical (EEE) parts control issues with S&MA, project, and contractorpersonnel.Provide guidance, advice, presentations, as appropriate, to help minimize risk andincrease theprobability of mission success. Provide the S&MA organization with recommendations forcorrective and preventative action in identifying project deficiencies. Support the GRCsCorrective and Preventive Action Reporting System. Interact with GRC Program/ProjectOffice and contractors, as needed, to achieve project goals. Effectively manage all workactivities to insure actions are completed by requested deadlines. Coordinate andsupport on-site and off-site Technical meetings, as requested.Provide general supportto conferences including: administrative support, preparation of presentations, andperforming other conference support as requested. Make recommendations forimprovements, including the use of innovative techniques, which can be utilized toenhance the achievement of the S&MA/programs mission. Attend weekly and monthly S&MA meetings, safety meetings, program/project d. Environmental Management Support ServicesScope: The contractor shall provide the necessary management, personnel, equipment, andmaterials required to plan and execute multiple tasks in the areas of Emergency Response,Industrial Hygiene, Environmental Compliance, Environmental Division Support,Environmental Engineering, Environmental Management, Chemical Management, WasteManagement, Health Physics, Environmental Sampling, Chemical Sampling and Analysis,Safety Compliance, Safety Engineering, Safety Management, Construction Safety,Information Technology (IT), Construction Management, and Quality Assurance as specified. The functional tasks defined in this Statement of Work are required to conform with allrelated regulatory requirements and support of the Centers ISO 9001 Quality ManagementSystem (QMS), and Business Management System (BMS) and ISO 14001 Environmental ManagementSystems (EMS) and OSHAs Voluntary Protection Program (VPP). The Contractor Shall ensurethat all work products meet the requirements of the Centers ISO 9001 registered QualityManagement System (QMS), ISO 14001 registered Environmental Management System (EMS), andOSHA Voluntary Protection Program, (VPP) The Contractor shall have ability andqualificationsto plan, conduct internal and external audits,in all the areasmentioned.The tasks described in this SOW shall be performed principally in the GRC locale;however, occasional travel, and some task may be performed at and for NASAHeadquarters, and other NASA installations. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. Please reference SRQA-EMSS-2010 in any response.
