- It is anticipated that a sole source purchase order will be awarded, in accordance with FAR 13, Simplified Acquisition Procedures, to Arctech, Inc., Chantilly, VA, for unique services to provide a design of its HUMASORB technology for the application to the Government-unique family of Explosive Destruction System (EDS) units. The Non-Stockpile Chemical Materiel program of the U.S. Army Chemical Materials Agency (CMA) utilizes transportable EDS for destruction of recovered munitions containing chemical agents. Destruction operations are conducted using either a Phase 1 or Phase 2 mobile EDS unit. The EDS is a trailer-mounted system designed to safely access and treat the chemical agent inside an explosively configured munition while, at the same time, destroying the explosive contaminants of the munition. Once the munition has been destroyed by detonation using a linear shaped charge or a cone shaped charge, the treatment of the chemical agent and decontamination of the munition fragments and system is accomplished by use of the appropriate chemical reagent within the containment vessel. An appropriate amount of reagent is pumped/sprayed from the reagent supply tank into the containment vessel to treat the chemical agent fill. Following that, the containment vessel is rinsed twice with clean water. This approach of using the EDS is effective in meeting the treatment level for chemical agents but results in the production of large volumes of liquid and solid wastes that have to be transported to a Treatment, Storage, and Disposal Facility (TSDF) for final disposal at high cost. In addition, the level of arsenic (As), and mercury (Hg) from the chemical agents in the containment vessel remains high. The action is seeking to improve treatment options that can remove the As and Hg in the containment vessel and reduce the amount of hazardous wastes produced for final disposal, while still destroying the chemical agents to the required treatment level. The overall period of performance is anticipated to be 150 days after award. The award will be as a purchase order under FAR Part 13, utilizing non-commercial terms and conditions. These services have been deemed to be available only from one source as Arctech, Inc. has demonstrated their unique and highly specialized experience, capabilities, and institutional knowledge in developing its HUMASORB technology. Arctech, Inc. has developed the proprietary HUMASORB reagent and treatment material, as well as the treatment process under U.S. patent numbers 5,906,960; 6,143,692; and 5,538,530. Since this technology is proprietary and the Government does not own or have data rights to it, Arctech, Inc. must be used, as a unique source, to fulfill the Government requirements for this action as it pertains to the use of HUMASORB with the EDS family. No other contractor has the unique services, experience, capabilities, and institutional knowledge to deliver the above design within the timeframe required by the Government. The proposed action is for unique services for which the Government intends to solicit and negotiate, on a sole source basis, with Arctech, Inc. under the authority of FAR Part 13. As such, an electronic request for quote will be sent to Arctech, Inc; no formal written request for quote will be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, this notice of intent is not a request for competitive quotes. All submitted information by interested parties that is received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The submitted information by interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
