Description

The Internal Revenue Service (IRS) Midstates Procurement Branch intends to issue on a sole source basis with Reed Elsevier, Inc. d/b/a Lexis Nexis for LAW EDD 5.0 licenses/annual maintenance and INDEX licenses/annual maintenance for the IRS Office of Chief Counsel. The licenses and annual maintenance are proprietary to Reed Elsevier, Inc. d/b/a Lexis Nexis. This vendor is the manufacturer and sole provider of the software. In addition, no other entity is authorized to sell or resell maintenance and support services for the software. This notice is neither a request for proposal nor a solicitation of offers. Based on the requirements of this Solicitation, the Government intends to solicit and award with one source under the authority of FAR 13.106-1(b)(1). A determination by the Government not to compete this proposed requirement, on a full and open competitive basis, is solely within the discretion of the Government. No formal solicitation package is available. The Government anticipates an award date on or about September 30, 2010.
