Description
The Environmental Protection Agency (EPA) located in Research Triangle Park, NC intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with the Western Governor?s Association (WGA) of 1600 Broadway, Suite 1700, Denver CO to provide technical support and services to connect their Fire Emissions Tracking System (FETS) to the SMARTFIRE daily Inventory System and Blue Sky Emissions Calculation System currently used to classify burns for the compilation of estimates of air pollutants discharged on an annual basis and their sources. The purpose of this project is to connect FETS to the SMARTFIRE system whereas input from the Western States FETS can be used to better characterize fires in the WRAP region and further reconcile and improve the events data in the 2008 National Emission Inventory (NEI). The project tasks entails (1) Augmenting the FETS by developing a new end of year Quality Control (QC) report for data in the FETS; (2) Upgrading the FETS website by developing a new QC environment that provides States, Local Agencies and Tribes the ability to efficiently view, edit and otherwise interact with their data stored in the FETS and (3) Provide outreach through the use of web conferencing/webinar to demonstrate the use of the FETS website and written Standard Operating Procedures. EPA source research has identified the Western Governors Association?s Fire Emissions Tracking System (FETS) as the only known aggregate source able to satisfy the government?s requirements for this procurement. Western Governor?s Association is the only source that is capable of providing data from ground-based reporting of fires and emissions from the States, Local Agencies and Tribes within the Western Regional Air Partnership region in an electronic version within the required time limitation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The intent of this notice is to determine if any other sources(s) exist, therefore, no formal solicitation (RFP) is available at this time. The determination by the government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit written technical documentation stating their potential of fulfilling EPA's requirements within 15 calendar days of the publication date of this notice (on or before Friday, September 24, 2010 at 3:00PM EST.) Interested parties should submit technical documentation, referencing PR-NC-10-10892, preferably via email to: Barbour.Beverly@epa.gov. Documentation may also be submitted via regular mail addressed: U.S. EPA, Attn: Beverly Barbour MD105-02, Procurement Operations Division, Research Triangle Park, NC 27711. Any company or individual failing to provide evidence of the aforementioned data and instead choose to merely submit a routine request for consideration or any telephone request will not be honored.Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. EPA references `FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements? as the authority applicable to this circumstance for permitting other than full and open competition. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable North American Industry Classification System (NAICS) Codes is 81332, which has a $7 million dollar size standard.
