- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): Moffat & Nichol, Inc. under contract W912P7-09-D-0002-0007 This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). 1.0 Modification Purpose This modification will not relieve the Contractor from complying with the terms of the base Task Order. The purpose of this modification for this pre-dredge sampling and analysis effort is to include the additional sediment analysis requested from the Dredged Material Management Office (DMMO) to determine material suitability for unconfined aquatic disposal at the San Francisco Deep Ocean Disposal Site (SFDODS) This pre-dredge sampling and analysis must be conducted according to the procedures and requirements in the Oakland Inner Harbor Brooklyn Basin South Channel, 2010 Maintenance Dredging, Sampling and Analysis Plan (SAP) (USACE, March 2010-provided with the base contract). This SAP references the Master Sampling and Analysis Plan, USACE SF-District, O&M Dredging (USACE 2004-provided with the base contract). 2.0 Project Coordination The contractor will plan, order supplies, schedule equipment and staff, and acquire needed site-specific information to conduct this additional sampling and analysis effort and shall provide an evaluation of the results. 3.0 Field Sampling/Mobilization included in the base contract 4.0 Scope modification Under Tissue Analysis, the base contract only required analysis for Mercury, total Water Content and Lipid Content resulting from 12 bioaccumulation test exposures for both clams (macoma Sp.) and polychaetes (Nereis sp.). Based on the review of the composite sediment analytical chemistry results, the DMMO has requested the following chemical analyses be performed on the tissue samples instead. "For Composites 1, 3, 4, 5, 6, 7, and 8, the contractor shall analyze each of the 5 tissue replicates for Cd, Hgm, PCBs (Aroclor and congeners). The congener list to be used is the RMP list. "For Composites 2, 9, 10, 11, and 12, the contractor shall combine the 5 tissue replicates to create one sample for each composite area. Analyze for metals (6020 same list as was done for the sediments), Hg, PAHs, pesticides, PCBs (Aroclor and cogeners). The congener list to be used is the RMP list. 5.0 Report Preparation The contractor shall include all the additional analysis data from this modification into the Report. All other requirements remain the same as in the base contract. 6.0 Schedule of Work The modification will extend the contract for an additional 6 weeks for the sediment analysis. 7.0 Corps of Engineers Points of Contact The primary point of contact at the USACE, SF-District for this project is: Edward Keller(415)503-6841 Any problems in carrying out the project should immediately be reported to the staff member listed above. Mr. Laurie Suda may also be contacted at 415-503-6840. 8.0 Monthly Safety Exposure Report The Contractor shall submit the USACE Summary of Contractor Work-Related Injuries and Illnesses and USACE PRIME CONTRACTOR, Monthly Record of Work-Related Injuries/Illnesses & Exposure in electronic spreadsheet format and signed hard copy reports through e-mail and by mail.
