Description
The following notice has been amended to provide the correct NAICS code for this effort. The NAICS code is hereby changed from 333314 to 334519. All other infomation remains unchanged. Naval Air Systems Command (NAVAIR) Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst intends to enter into a sole source delivery order with Konica Minolta Sensing Americas, Inc. for the procurement of Chroma Meters, P/N CS-100A, Qty thirty-one (31) in support of the MV and CV-22 Aircraft. These chroma meters will be used to measure the luminance and chrominance levels of the flat panel display on the V-22 aircraft. Also included in this acquisition is an Option for the procurement of four (4) additional Chroma Meters for the CV-22 Aircraft. The Navy does not own specifications, drawings, and related data for the Chroma Meter CS 100A to permit full and open competition. Konica Minolta is the Original Equipment Manufacturer (OEM) of the Chroma Meter CS100A and remains the only business entity that has all the required proprietary rights that are necessary to design, develop, and manufacture this V-22 Peculiar Support Equipment (PSE). The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. See numbered notes 22.
