- NOTICE OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION. The 10th Contracting Squadron, US Air Force Academy, CO, intends to award a fixed price contract to Frasca International, Inc., on a sole source basis, for the procurement of four (4) T-6 Flight Simulators. This purchase represents the final increment of flight simulators needed to bring the total number to twelve (12). This completes the flight simulator acquisition process begun with award of contract F05611-02-D-0006 to Frasca on a competitive basis. The government intends to make publicly available a Justification and Approval documenting the rationale to utilize other than full and open competition. The forthcoming Justification and Approval will cite the authority of 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is NOT a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. The closing date for this synopsis is 7 September 2010 at 2 P.M. Mountain Standard Time. The anticipated award date is 20 September 2010. Description of Requirement: The flight simulators are utilized in a classroom setting for orientation of Air Force Academy cadets. Simulators will have two seats per cockpit unit, resembling and responding similarly to a real aircraft and capable of interacting together over a network computer connection as well as being independently operable. Each simulator must be capable of accommodating two students. Both seats should be fully equipped as student stations. Flight performance simulation must match that of the T-6A Texan Trainer aircraft as well as the eight existing simulators. Each simulator must connect to an instructor station. Each station will allow a single instructor to simultaneously monitor and control up to four simulators. Each station shall provide a monitor of student actions, a status indicator of each simulator, and control input to each simulation. The instructor station will also provide a playback capability to review individual student performance. Acquisition will include simulators, manuals, installation, operational testing, and warranty support. Hardware and software in the four new simulators must be integrated into the existing configuration to operate seamlessly with the existing eight simulators to provide continuity of training, operation, and maintenance. The government has determined that Frasca is the only source capable of providing the necessary equipment and software integration and follow-on support without excessive duplication of costs and within the delivery timeframe required.
