Description
DESCRIPTION: The U.S. Coast Guard intends to procure one conference room and the services of one A/V technician on a daily basis, as well as all equipment necessary to perform any authorized work. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on an Unrestricted basis. 1.0 BACKGROUND The awardee shall provide the following for the Deepwater Horizon hearings: (1) All A/V equipment needed for the hearing to include microphones, mixer and speakers. (2) An A/V technician to operate the equipment from 0800 to 1700. (3) A conference room to hold 200 attendants with tables and chairs. 2.0 PURPOSE This statement of work is to acquire the use of meeting facilities from a commercial vendor to conduct Deepwater Horizon hearings. 3.0 OBJECTIVES N/A 4.0 REQUIREMENTS (1) Services shall be available on a full time basis as follows: Monday through Friday, October 4-8, 2010. One A/V technician from 0800 - 1700 (or conclusion of hearing). One Conference room from 0800 - 1700 (or conclusion of hearing). (2) Assigning employees to work under this contact who are: (a). Trained, qualified personnel regularly engaged in work of a nature similar to that described in this contract. (b). Capable of receiving instructions and following through on such instructions. Much time is spend walking, crouching, bending, standing, kneeling, and lifting up to sixty (60) pounds. (c). Physically able to perform the assigned work. (d). In order to provide safety controls for protection to the life and health of contractor personnel; for prevention of damage to property, materials, supplies and equipment, and for the avoidance of work interruptions in the performance of the contract, the contractor shall comply with the safety, health and fire protection policies and procedures as may be provided. The contractor shall maintain an accurate record, and shall report to the Contracting Officer all incidents and accidents resulting in death, traumatic injury, and/or damage to property, materials, supplies and equipment incident to work performance under this contract. The contractor shall take or cause to be taken such additional safety measures as the Contracting Officer may determine to be reasonably necessary. The Contracting Officer or the Contracting Officer Representative will notify the contractor of any noncompliance with the provisions of this section and corrective action to be taken. The contractor shall, after receipt of such notice, immediately take such corrective action. Such notice delivered to the contractor or COTR at the site of work shall be deemed sufficient for this purpose. If the contractor fails or refuses to comply promptly, the Contracting Officer Representative may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop work order shall be subject of claim or extension of time for costs or damages by the contractor. (e). THe Awardee shall identify all employees before allowing them access to the hearings. The Contracting Officer may require dismissal from work of those employees which he/she deems incompetent, careless, insubordinate, unsuitable or otherwise objectionable, or whose continued employment he/she deems contrary to the public interest or inconsistent with the best interest of national security. The contractor shall fill out, and cause each of its employees in the contract work to fill out, for submission to the government, such forms as may be necessary for security or other reasons. Upon request of the Contracting Office, the contractor's employees shall be fingerprinted. Each employee of the contractor shall be a citizen of the United States of America, or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form I-151, or who presents other evidence from the Immigration and Naturalization Service that employment will not affect his/her immigration status. Compliance with the provisions of this action by subcontractors will be the responsibility of the contractor. 5.0 SCOPE Meeting facility will need to be available during the hours of 0800 through 1700. Room should be capable of being secured during lunch periods to ensure safeguarding of materials and equipment. 6.0 CONTRACTOR FURNISHED ITEMS Contractor will furnish coffee in the morning, and coffee and sodas in the afternoon as a minimum for refreshments. All A/V equipment needed for the hearing to include microphones, mixer and speakers. 7.0 GOVERNMENT FURNISHED ITEMS N/A 8.0 SCHEDULE FOR DELIVERABLES Start date will be October 4, 2010 or immediately after contract award. Reservation dates will be arranged by phone conversation, electronic mail, and/or physical meeting with Contracted personnel at the contractor's facility. Conference room reservations will be made a minimum of one week in advance. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 3:00 PM, ET, Sept 28,2006. Technical proposals must include: (1) Specific approach in meeting requirements outlined in the Performance Work Statement and compatibility of system/process with existing agency configuration. (2) Past performance history (current or within the last 18 months) on projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided and to determine reliability/dependability. (3) Key personnel (those who would have the primary responsibility for performing and/or managing the project) with relevant qualifications and specific experience. Cost Proposal: provide Firm Fixed-Price "broken out by labor hours, labor category, materials, and other direct costs". Offerors must submit an original and one copy of the proposal to PO Paul Merritt, USCG SILC Detachment Washington, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to paul.d.merritt2@uscg.mil are acceptable, but must be timely. Proposal Evaluation Criteria: (1) Price and price-related factors. (2) Technical approach. (3) Past performance of your organization, including adherence to schedules and budgets, the acceptability of previous products delivered, effectiveness of program management, and the offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties. This will be a Best-Value award determination. Price and Past Performance will be a factor, but technical factors are far more important. Evaluation of options will not obligate the Government to exercise the option(s). 52.232-18 Availability of Funds. As prescribed in 32.705-1(a), AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
