Description
The purpose of this modification is to incorporate the following information into the original solicitation: (1) The due date and time for receipt of quotes is extended to Tuesday, September 14, 2010 at 10am ET. (xiii)Offers must be submitted via email to NPNHContracting_BidProposal@nps.gov, to the attention of Cheryl Adamski, with a courtesy copy sent to cheryl_adamski@nps.gov. (2) Replace paragraphs (viii) and (ix) with the following new paragraphs:(viii)DOCUMENTS TO BE INCLUDED IN QUOTE: 1.Written detailed descriptions of a minimum of three (3) previous projects of a similar nature, completed within the past five years. Projects should demonstrate the vendor's experience in design and layout of postcards, brochures, newsletters, executive summaries, and books; as well as, the vendor's experience working with the U.S. Government Printing Office.2.Provide a minimum of three (3) references (one for each project) within the past five years, with the names and telephone numbers of contacts. Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered.3.Provide 3 electronic samples. At least 1 of your samples must fall into each of the following categories:i.150 page document, i.e. Corporate Report or Planning Documentii.1-12 page newsletter4.A firm fixed price quote, provided on the attached bid schedule.5.Proof of CCR registration.6.Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price-technically-acceptable" basis. A technically acceptable business will meet or exceed the following criteria:1.The offeror shall demonstrate at least three (3) to five (5) years of successfully completing work of a similar type, involving either or both of the following categories:i.Completing Design & Layout of a Variety of Publication Types. The contractor should be able to demonstrate previous experience completing design and layout for postcards, brochures, newsletters, executive summaries, and books. Examples should include work with charts, matrices, maps, and other illustrations. ii.Demonstrating Experience Working with the U.S. Government Printing Office. The contractor should be able to prepare specifications and camera ready copy that meet the requirements of the U.S. Government Printing Office. (3) Replace paragraph III. "Key Milestones and Proposed Schedule" from the Statement of Work, with the following paragraph:III. KEY MILESTONES AND PROPOSED SCHEDULE Work would be completed over the course of the planning process. The schedule is dependent upon internal reviews and is also influenced by external factors. Might the contractor's workplace be acceptable as well, with occasional meetings taking place in Philadelphia, or via email? Answer: Correction: Contractor is not expected to perform work in Philadelphia. 2.The Statement of Work mentioned the newsletter was printed and distributed in 4 languages. Should we include costs for versioning each of the newsletters into the different languages? Or should the cost only include 3 newsletters in English? Answer: Costs should be for English newsletters only. The Government Printing Office will be responsible for translation and formatting of the additional newsletters.3.Should we include the optional work (final GMP/EIS and Presentation Plan) in the firm fixed price or add them as separate line items below the firm fixed price? Answer: Add them under Bid Item NO. 2, as a separate line item below the firm fixed price.4.Can you provide previous samples of the 200-350 pages draft GMP/EIS, 150-200 page final GMP/EIS, and presentation plan? Answer: Examples of similar types of documents are available at http://www.planning.nps.gov/plans5.Should we include costs for html coding for web versions of any or all of the items? Answer: No6.For items D (Presentation Boards) & E (Media Ads), what is the difference between "Preliminary Alternative public activities for fall 2010" and Draft GMP/EIS public activities"? Will the visuals be different or is one a tweak of the other? Answer: Preliminary Alternatives public activities and Draft GMP/EIS public activities are two different points in the planning process. The visuals for each will be different, not a tweak. 7.Regarding media ads, does the 8-12 ads include both print and online? Or is it 8-12 print and 8-12 online (for a total of 16-24)? Answer: The referenced 8-12 media ads include a combination of both print and on-line. At a minimum, three print ads should be anticipated.8.Will any in-person meeting(s) be required? If yes, where will the location be (so we can include travel costs)? Answer: No9.How many rounds of revision are expected for each of the three newsletters?Answer: Anticipate three rounds of revisions.10.Approximately how many charts, maps, tables, etc., will be contractor create for each newsletter?Answer: All charts, tables, maps, etc will be provided by the National Park Service. Tables and charts may be modified by the contractor to compliment the document design.11. How many photos for the newsletters?Answer: The number of photos in the newsletter will be dependent upon the newsletter design.12.Approximately how many charts, maps, tables, etc., will be contractor create for the draft GMP/EIS?Answer: All charts, tables, maps, etc will be provided by the National Park Service. Tables and charts may be modified by the contractor to compliment the document design.13.How many photos for the GMP/EIS?Answer: The number of photos in the draft GMP/EIS will be dependent upon the document design.14.Is the first mention of a 200-350 page draft a typo? Should it instead be 300-350 as noted later in the paragraph under Draft GMP/EIS?Answer: The draft GMP/EIS is estimated to be 300-350 pages.15.Will the tables, charts, etc., for the summary be the same as those already developed for the draft GMP/EIS? If not, how many additional charts, maps, tables, etc., will be contractor create for the summary?Answer: It is anticipated that the same charts, tables and maps from the draft GMP/EIS will be used for the summary. All charts, tables, maps, etc will be provided by the National Park Service. Tables and charts may be modified by the contractor to compliment the document design.16. How many photos for the draft plan summary?Answer: The number of photos in the draft plan summary will be dependent upon the document design.17.How many rounds of revision are expected for the draft plan summary?Answer: Anticipate three rounds of revisions.18.What are the dimensions of the presentation boards?Answer: The dimensions of the presentation boards are unknown at this time. They could be approximately 24x36 inches.19.Approximately how many photos will the draft plan summaries contain?Answer: The number of photos in the draft plan summary will be dependent upon the document design.20.Do you have any samples of boards past produced? Answer: No21.Approximately how many charts, maps, tables, etc., will be contractor create for the draft GMP/EIS?Answer: All charts, tables, maps, etc will be provided by the National Park Service. Tables and charts may be modified by the contractor to compliment the document design.22.How many photos for the presentation plan?Answer: The number of photos in the presentation plan will be dependent upon the document design.23.Will the contractor be responsible for proofreading drafts before delivering them to the National Park Service? Answer: The National Park Service will provide final copy. The contractor is responsible for ensuring that document design modifications do not impact the content.24. Will you consider Sole Sourceing this to a Native American company ? If so my company Visions has two GSA 541 schedules, we meet all the requirements of the Sol. Answer: The solicitation is a total small business set-aside.25.Also is the location, contractors location?Answer: Yes, Contractor is not expected to perform work in Philadelphia.26.I just saw this request for bid on Tuesday 9/7/10 and know we are well suited to provide high quality design services to the Gateway National Recreation Area. The bid opening is scheduled for September 13, 2010 and unfortunately we would need more time to complete the bid process. Is there anyway that this bid opening could be extended? We would need another four more days.Answer: The due date and time can only be extended one day to Tuesday, September 14, 2010 at 10am. (5) All other terms and conditions remain unchanged.
