Description

The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to sole source award to Thompson Reuters for the one-time only purchase of the backfiles from 1987 - current of Web of Science/Science Citation Index, BIOSIS, and Zoological Record Databases under the Web of Knowledge - Web of Science platform. It will provide for all USFWS nationwide unlimited licensed access to the aforementioned databases. The USFWS will own the data and have a citation index as part of our permanent digital archive. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(2)(i). This notice of intent is not a request for competitive proposals, however, all responsible sources may submit a response which, if timely received, must be considered by USFWS. A determination by USFWS not to compete with this proposed contract based upon responses to this notice is solely within the discretion of USFWS. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
