- USDA/ARS intends to make a sole-source award to Patrick Willis. The proposed contract will be a firm-fixed price contract with a base year and four (4) one-year option periods. USDA/NASS requires technical support services with expertise in NASS's remote sensing-based Cropland Data Layer (CDL) program methodology and derivation of acreage estimates for official NASS Agricultural Production Reports. The Government's minimum needs require a remote sensing analyst to produce high quality, accurate, and timely statistics for official NASS Agricultural Production Reports utilizing the CDL. Due to the time-sensitive nature of agricultural growing seasons, it is critical that the CDL be produced for reports five times during the growing season for agriculturally intensive states and one time for non-agriculturally intensive states. Mr. Willis can immediately begin CDL production and analysis due to his thorough knowledge and extensive experience with remote sensing methods and practices, data types and software applications used to create CDL products. The ability to perform these services immediately is necessary in order to provide accuracy assessments in metadata format prior to the time-sensitive publication dates for the NASS Agricultural Production Reports. In addition, Mr. Willis's ability to retrofit legacy CDL products is critical in order to meet changing data requirements. No other source is known to be able to provide immediate CDL production and analysis, and provide the necessary enhancements to the CDL. The anticipated award date is September 30, 2010.
