Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Government requires an upgrade to current CBRN equipment issued to Pentagon Force Protection Agency (PFPA) employees to a National Institute for Occupational Safety and Health (NIOSH) Chemical, Biological, Radiological and Nuclear (CBRN) certified ensemble as well as replenish expired FR-64 canister / filter stocks with the NIOSH CBRN certified FR-15 CBRN canister / filters on a brand name or equal basis, under Supply Schedule 84, Category 465 22. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 with a business size standard of 500. This acquisition is a HUBZone set-aside; thus, only HUBZones will be considered for award. All quotes must be for the items requested either brand name or equal. To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must meet the salient physical, functional, and performance characteristics specified in this solicitation, clearly identify the item by brand name, if any, and the make or model number as defined in FAR 52.211-6. Please see the attached statement of work for salient characteristics (Attachment A). If the offeror plans to make any modifications to a product to make it conform to the solicitation requirements, the offeror shall include descriptive literature such as illustrations or drawings that clearly describe the modifications. The offeror shall mark all descriptive material to clearly show the modifications. The Government is not responsible for locating or obtaining any information not identified in the offer as defined in FAR 52.211-6. Quotes must be firm-fixed-priced and include all quantities listed, all or none. The following clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors -- Commercial Items. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate quotes and make a selection based on the lowest priced, technically acceptable quotation meeting the specified salient characteristics. The order of importance when evaluating quotations is as follows: technical acceptability is more important than price.
