Description
Building 620 Picture Statement of Work for Building 600 & 620 Wage Determinations This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-10-Q-0104 and is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-44, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100820, and Air Force Acquisition Circular (AFAC) 2010-0402. This is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) is 561730 LANDSCAPING SERVICES. Small Business size standard is $6.5M. The Offeror must be an authorized dealer and must quote on an all or none basis. Award will be based on Best Value to the Government. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. All quotes must pertain to the complexity of this Solicitation and it is recommended that all attachments are reviewed before submitting a quote. Each Contractor who submits a quote must keep in mind that if the contract is awarded to them, they must submit a Design Drawing and it will be Required Prior to Project Start. There will be a Site Visit held on Wednesday, 15 September, 2010 at 10:00 a.m. Mountain Standard Time. Please submit names of your Company as well as individual names by 3:00 p.m., 14 September, 2010. Each Company is allowed (2) people per Company to attend the site visit. Please meet at the front gate of Cannon AFB a half hour early so this will give us time to sign all Contractors on base. It is also recommended that you drive a car or truck that does not contain toolboxes or any storage compartments. If you drive a truck that does have searchable compartments you will not be allowed to go through the front gate of base, as this became a new rule that started September 1, 2010. You will be forced to go through the back gate (Portales gate). Line items: 0001- Xeriscape Services on Bldg 600 & 620- Project Description- Landscape areas around Building 600&620. Remove existing trees and shrubs and replace with drought tolerant plants and trees. Replace weed barrier/fabric filter and put original gravel/stone back in place. Install sandstone/moss rock boulders. Incorporate irrigation systems. Total approximate area to be landscaped is approximately 4,100 square feet. Demo old telephone pole, metal shed, and brick sidewalk. Clean and repaint concrete pad with manhole cover. See attachments for more details. ******Notice to all Offerors: This is a Pre-planning Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel the requirement before or after closing. It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. DFARS 252.243-7002 Requests for Equitable Adjustment - (a) The amount of any request for equitable adjustment to contract terms shall accurately reflect the contract adjustment for which the Contractor believes the Government is liable. The request shall include only costs for performing the change, and shall not include any costs that already have been reimbursed or that have been separately claimed. All indirect costs included in the request shall be properly allocable to the change in accordance with applicable acquisition regulations.
